Responsibilities
Job overview:

As a member of the IRC’s Syria health program, the Health Information Management Officer will work closely with Health Managers and the MEAL teams to drive adoption of a new health information system to support programming in Syria, and strengthen the approaches to measurement and use of data for programmatic decision making. In addition, s/he will receive support from and work in close collaboration with the regional HIS Manager. The IM Officer reports to the Health Manager, Raqqa.

Responsibilities:

Health Information System Support

Ensure consistent and standardized data collection from IRC and partner-supported health facilities.
Conduct routine data validation, cleaning, and consolidation of data (e.g., morbidity, reproductive health, nutrition, pharmacy, mental health).
Support the rollout and maintenance of HIS platforms (e.g., CommCare, DHIS2/COMET), ensuring that tools are functional and understood by users.
Assist in configuring digital data collection tools and troubleshoot basic technical issues in collaboration with MEAL and T4P teams.
Maintain proper data storage and backup procedures to ensure confidentiality and integrity.
Conduct routine data validation, cleaning, and consolidation of health data (e.g., morbidity, reproductive health, nutrition, pharmacy, mental health)
Data Analysis and Visualization
Produce visual dashboards and trend analysis reports using Excel and data visualization tools (e.g., Power BI).
Support the generation of regular internal health reports and assist in donor reporting by providing required datasets.
Identify gaps or inconsistencies in data and flag issues for correction or improvement.
Reporting and Documentation
Prepare and submit timely health information reports, including 4Ws, EWARN, waterborne disease reports, and pandemic reports.
Support partners in timely data submission and reporting as per IRC and cluster requirements.
Document and archive health reports and datasets securely and systematically.
Systematically review partner and IRC datasets for deficiencies or errors based on data quality SOPs and advise on correcting any incompatibilities where possible;
In coordination with the strategy IM team, follow up with sector IMs to ensure timely reporting into the Syria CPs Aggregated Data Management System (ADMS);
Capacity Building and Field Support

Provide training and technical support to IRC health staff and partners on data collection tools, indicators, and HIS procedures.
Conduct field visits to monitor HIS implementation, ensure adherence to protocols, and provide on-the-job coaching.
Support the development of user-friendly HIS guidance and training materials.
Provide mentorship to the program and partners’ staff in relevant technical and management competencies;
Support the IM strategy team with the organization of digital and data literacy sessions for all IRC and partner staff based on a pre-set capacity building plan;
Coordination and Communication

Coordinate closely with MEAL, Health, and T4P teams to ensure proper flow of health data and technical support.
Participate in monthly coordination meetings with health partners to review data quality, challenges, and achievements.
Share relevant data products with the Health Coordinator and other relevant departments to support planning and decision-making.

Qualifications
Job Requirements:

Education:

Bachelor`s Master’s degree in relevant fields, public health, biostatistics, social sciences, information technology/related field of study, or equivalent experience in relevant field

Work Experience:

2 years of experience in developing and managing health information systems or relevant fields with INGOs with a minimum of 1 years at a managerial position,
Demonstrated skills in data analysis using a software package, excellent working knowledge of Microsoft Excel and data visualization; previous experience with DHIS or DHIS2 required.
Previous experience in the Syria region preferred but not required.

Experience of working in medical reporting will be an added.

Language/Travel:

Fluency in English language and Arabic is required
Travel: 60% to field sites, as well as attending regional and global workshops and meetings.

Key Internal Contacts: Health Coordinator, MHPSS Senior Officer, CH Officer, IPC Officer, SRH Senior Officer, and Health Officer.
Key External Contacts: MEAL/IM Manager.
