Responsibilities
1. Conduct detailed site inspections of the condition of all facilities and buildings to be assessed in Lattakia governorate (TEVET center, schools, health centers, market infrastructure, infrastructure to support value chains in the fisheries sector...), including structural stability, roofs, walls, floors, foundations, and finishes.
2. Identify damage and deterioration in civil works and recommend appropriate rehabilitation solutions.
3. Review and evaluate the condition of water and sanitation systems, drainage, and site infrastructure.
4. Ensure compliance of proposed rehabilitation with national building codes, safety standards, and UNDP technical requirements.
5. Prepare Bills of Quantities (BoQs), technical specifications, and cost estimates for required civil works including all rehabilitation works, sanitation, insulation, all needed quantities from civil side.
6. Develop or update technical drawings as needed to reflect rehabilitation works.
7. Provide recommendations for integrating accessibility standards (ramps, inclusive facilities, circulation areas) into rehabilitation plans.
8. Coordinate with electrical/ Architectural engineers to ensure integration of civil works with MEP systems.
9. Document findings with photos, sketches, and notes, and compile comprehensive technical assessment reports.
10. Advise on environmentally sustainable and climate-resilient construction solutions, including renewable energy integration support where relevant.
11. The Civil Engineer will report directly to the Technical Officer and Area Manager.
12. Submit weekly progress updates (brief notes and photos) and a final comprehensive assessment report, including BoQs, drawings, and cost estimates, at the end of the assignment.
13. Ensure all reports and deliverables are prepared in line with UNDP standards and templates.
Qualifications
Required Qualifications:
a. Education
• Bachelor’s degree in civil engineering or related field is required.
• Valid membership in the Syrian Engineers Syndicate is required.
b. Experience
• Minimum 3–5 years of relevant experience in civil engineering, building assessments, and rehabilitation works.
• Demonstrated experience in assessing and designing rehabilitation of public facilities (schools, TVET centers, or similar).
• Proven track record in preparing technical documents including BoQs, technical specifications, cost estimates, and drawings.
• Experience in coordinating with MEP engineers and multidisciplinary teams.
• Familiarity with UN/INGO project implementation or donor-funded infrastructure projects is an advantage.
• Previous experience in Coastal area or similar contexts is desirable.
Language Requirements
• Fluency in Arabic (spoken and written) is required.
• Working knowledge of English is an advantage.
