Responsibilities
Duties, objectives and competencies
•Conduct regular visits to local community representatives in the areas covered by the WASH Program. These visits will address topics related to the program, such as its operational mechanisms, removal of violations and encroachments on pumping lines, water conservation, protection of water stations, prevention of waterborne diseases, and ongoing projects. Additionally, gather feedback from community representatives.
•Communicate with local community representatives to obtain information regarding support for water and sanitation networks, waste disposal sites, garbage collection, and related services.
•Continuously update water tanker transportation fees, including the names of beneficiaries and approved tanker drivers, in coordination with the Water Unit and the relevant local council. This applies to areas where the WASH Program provides support through tankers.
•Assist the Senior Community Mobilization Officer in filling vacant positions related to the operation of water stations.
•Assist with follow-up of all human resources matters related to water station employees, including personnel records, leave management, training, contracts, warnings, contract terminations, timesheets, and conflict of interest issues.
•Maintain physical and electronic archiving of all documents related to the WASH Program, including memorandums of understanding, grant contracts, incoming and outgoing correspondences, project documents, pumping data, fuel supply records, recruitment documents, training materials, and warehouse inventory documents.
•Assist in signing various program-related documents, such as memorandums of understanding, official correspondences, grant agreements, and other paperwork essential for the WASH Program.
•Obtain Housing, Land, and Property (HLP) documentation before entering into any agreements or contracts related to all WASH Program projects, including water networks, sanitation systems, waste disposal sites, and solar energy systems.
•Follow up on all access-related matters concerning water stations, such as safety guidelines, incident reports, and coordination with local authorities to facilitate the work of water units, in collaboration with the Access Department.
•In coordination with the Accountability Department, follow up on all feedback related to water stations.
•Perform other related tasks as the WASH Manager/ Senior Community Mobilization Officer assigns.



Qualifications
Requirements (essential)
•Bachelor’s degree in law, Engineering, Humanities, or any relevant qualification.
•Minimum 2 years of experience in the field of NGOs community liaison/mobilization/ Public relations.
•Demonstrated field experience working directly with rural/urban communities in project implementation or program delivery.
•Completion of formal training in Communication, negotiation, and negotiation skills, or related training
•Strong personality and ability to communicate, negotiate, and persuade
•Physical ability to conduct field visits and community meetings.

Requirements (desired)
•Experience in WASH projects or water management programs.
•Minimum 2 years of demonstrated expertise in administrative procedures, community feedback Mechanism, community liaison, and grassroots advocacy within the humanitarian sector.
•Experience with data collection and analysis tools.
•Excellent computer skills.
•Good English language skills
