Responsibilities
Key Responsibilities
1. Monitoring and Evaluation Framework
Develop and implement a comprehensive Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the projects.
Define indicators, baselines, targets, and performance-tracking systems aligned with donor and organizational requirements.
Integrate M&E plans into project design and implementation phases.
Ensure regular monitoring visits, progress reviews, and compliance with MEAL standards.
2. Data Collection and Management
Design and manage digital data-collection tools using data collection and management platforms like KoBo, Toolbox, CommCare,
Apply both quantitative and qualitative methods (surveys, focus groups, key-informant interviews) to gather evidence.
Ensure secure data storage, backup, and management systems are in place.
3. Data Analysis and Reporting
Conduct statistical and qualitative data analysis using SPSS, Excel, or other data-visualization software.
Produce analytical reports, dashboards, and presentations highlighting project results, lessons learned, and recommendations.
Contribute to donor reporting and internal management reviews with evidence-based findings.
Present M&E findings in clear, actionable formats for decision-making.
4. Learning, Accountability, and Adaptive Management
Lead internal reflection sessions and learning reviews to capture lessons learned and best practices.
Support adaptive management by providing timely analysis to improve program strategies.
Ensure accountability and feedback mechanisms are established and responsive to community input.
Promote a culture of continuous improvement and organizational learning.
5. Capacity Building and Coordination
Train and mentor staff, partners, and field teams on M&E principles, data collection, and reporting processes.
Coordinate with the Program Director and technical units to align M&E efforts across components.
Support evaluations, audits, and external assessments as required by donors.
Represent the organization in M&E-related coordination meetings and networks.
Qualifications
Qualifications
Education
Bachelor’s in economics or Master’s degree in Monitoring and Evaluation, Development Studies, Social Research, Statistics, Economics, or MEAL DPro.
Additional certification in MEAL, Results-Based Management (RBM), Data Analysis (SPSS, Excel, Power BI), or Project Management (PMP or equivalent) is an advantage.
Experience
Minimum 5 years of professional experience in monitoring, evaluation, and project management, preferably within humanitarian, recovery, or urban development programs.
Experience designing and managing M&E systems, conducting assessments, and leading field data-collection teams.
Strong ability in both quantitative and qualitative analysis and reporting.
Proven experience managing multi-stakeholder coordination in complex or fragile contexts.
Strong leadership, analytical, organizational, and reporting skills.
Familiarity with the Syria operational context, especially Aleppo, is preferred.
Technical Skills
Proficiency in data collection and management platforms.
Excellent command of SPSS, Excel, and visualization software.
Ability to design and manage logical frameworks, indicator tracking tables, and results-chain models.
Strong report-writing and presentation skills.
Languages
Fluency in Arabic and English (written and spoken) is required.
