Responsibilities
The HR Coordinator is responsible for managing and coordinating the human resources functions within the mission, ensuring compliance with local labor laws, overseeing recruitment, payroll, employee relations, and ensuring proper communication with governmental bodies and partners regarding expatriates’ employees Visas. The role will ensure the smooth operation of HR and administrative functions, including Visa process with authorities for travel approvals, visas, and permits for international staff, and facilitating legal compliance with the country’s employment standards. The position will supervise 1 HR Assistant, and will report to Head of Support Services.

HUMAN RESOURCES MANAGEMENT
1. Recruitment & Onboarding:
• Develop a quarterly HR recruitment plan in coordination with department heads and ensure timely recruitment based on program and support needs.
• Ensure transparency in recruitment processes and confidentiality regarding employee salaries and wages.
• Organize and lead the induction process for new staff, ensuring they are adequately introduced to organizational policies and procedures.
• Follow up on approvals for recruitment letters and documents with concerned authorities.
2. Payroll & Compensation:
• Prepare and process payroll monthly, ensuring accuracy in salary calculations, leave balances, and benefits.
• Calculate and submit social security fees monthly and conduct wages taxation calculations on a quarterly basis.
• Ensure the lawful compliance of the organization with the country’s employment laws and regulations.
3. Performance Management & Employee Relations:
• Ensure the effective implementation of the appraisal system for all employees.
• Oversee employee contracts, including promotions, renewals, probation, and terminations, ensuring compliance with the salary scale rule.
• Manage the complaint system, ensuring confidentiality, proper documentation, and a reporting mechanism to supervisors.
4. HR Policies & Development:
• Support the Head of Support Services and the Country Representative in developing, revising and maintaining the HR Manual and all HR tools required for the mission, ensuring that they are up-to-date and in line with local laws and organizational standards.
• Participate in the development of human resource components for new project proposals in coordination with all departments.
• Ensure accurate documentation and submission of justification documents for various types of leave and timely updates to employee records.
5. Training & Development:
• Update the training needs/plan for all staff and ensure relevant training is provided.
• Manage the activation and deactivation of Health & Life Insurance for staff, ensuring timely enrollment.
6. Documentation & Filing:
• Maintain an organized filing system for all HR and administrative documents, including personnel records and employment contracts, ensuring compliance with internal policies and donor regulations.
• Ensure proper archiving of all HR-related documents, including contracts, salary scales, performance evaluations, and official correspondence, both in hard copy and soft copy formats.
7. Government Reporting:
• Follow up on audit comments and feedback related to HR processes and project compliance, coordinating with the Finance Coordinator and CR as needed

Visa & GOVERNMENT RELATIONS
8. Visa & Residency Management:
• Lead communication with international staff to gather required information for visa requests and renewals.
• Review and validate all visa-related documents prepared by the HR Officer before sending them to the Security and Liaison Coordinator for submission.
• Ensure compliance with internal policies and timelines for visa processing.
• Monitor and oversee the visa renewal tracking system to ensure no delays.
9. Legal Compliance & Government Communication:
• Analyze and report on changes in Syrian labor laws and provide monthly updates to the Head of Support Services and Country Representative (CR), and management on relevant legislative and procedural developments.
10. Reporting & Documentation:
• Represent the organization in quarterly human resource meetings with other INGOs operating in Syria.
• Perform any other tasks assigned by the supervisor as required and related to the nature of work.

Salary and Benefits
The basic salary for this position is SYP 23,152,500, which is subject to social security and income tax deductions and currently corresponds to approximately USD 1,724 net per month. Health insurance will be provided for the duration of the contract.
