Responsibilities
Project implementation areas:
Damascus (Dwelaa and Kashkoul), Latakia (Latakia and Kasab), Tartous (Safita), Sweida (Sweida).
Aim of the position:
The consultant will be responsible of the full technical preparation, assessment, design of the systems and supervision of the works and of the relevant technical follow up of the activity.
She/he will namely conduct site-specific Energy and Water Needs Assessments, perform the technical sizing of the proposed systems and define the relevant technical specifications, in coordination with AVSI Energy Access Project Engineer.
Following the approval of the sizing and technical specifications by AVSI Energy Access Project Engineer, the consultant will review, integrate and validate the Bills of Quantities.
Finally, the consultant will then supervise the implementation of the installation works, oversee the commissioning tests, and issue a Certificate of Satisfactory Execution of Works for each target location, subject to AVSI Energy Access Project Engineer clearance.
The contracted consultant will cover all the 6 locations of implementation (Dwelaa, Kashoul, Sweida, Safita, Lattakia, Kasab).
The provisional workplan attached (Annex I. Workplan) constitutes a provisional indication of the schedule that will be followed by the works: however, the final schedule will be agreed upon during the consultant contracting stage, considering the potential changes in the context, the instable security situation and the necessity of the six structures.
Main tasks and responsibilities:
The consultant will cover the following role throughout the implementation phases of the activity:
Preparatory phase:
The preparatory phase shall be implemented through close collaboration between the consultant, AVSI and the beneficiary dispensaries, with the following roles and responsibilities:
The dispensaries, shall support the assessment by providing operational and needs-based information, including:
the list of existing and planned energy-consuming equipment;
the daily and hourly usage patterns of equipment and services;
identification of critical loads;
for sites requiring water pumping systems, the daily water needs, the location of the pump and water tank, and site information required for the calculation of the Total Dynamic Head (TDH) and the flow rate.
The consultant shall be responsible for:
conducting the Energy and Water Needs Assessment for each site;
developing load curves based on the information collected;
performing the technical sizing of the photovoltaic systems and, where necessary, of the solar water pumping systems;
preparing the preliminary technical design and specifications.
AVSI, through its Access to Energy Project Engineer, shall:
provide technical oversight during the assessment and sizing phase
share templates and standards to be met;
review and formally approve the proposed system sizing and technical specifications.
Only after the written approval of the sizing and technical specifications by AVSI, the consultant will revise, integrate and validate the Bills of Quantities initially produced by the dispensaries.
Procurement phase: The consultant will support the technical evaluation of the proposals received during the tender process, in close collaboration with the AVSI Energy Project Engineer.
Forecasted duration: 1 day.
Implementation phase: The consultant will conduct monitoring visits during the installation of the PV systems and/or SWPS in the six project locations and review the installation reports produced by the contracted company.
The consultant will ensure that the materials supplied comply with the approved technical specifications and required quality standards and will supervise their delivery and installation.
In close collaboration with the AVSI Energy Project Engineer, the consultant will verify that the installation works comply with the approved system design, AVSI and AICS technical standards and requirements.
The consultant will supervise and document the commissioning tests, ensuring that system performance is consistent with the approved sizing and technical specifications.
End of works: Verify and validate the satisfactory execution of works by reviewing the commissioning test reports, including calculations demonstrating achievement of the required performance levels, and prepare the relevant 6 final certificates based on the shared templates, in close collaboration with the AVSI Access to Energy Project Engineer.
Specific Vacancy Requirements
At least (5) years of experience in the energy engineering field.
Previous work in hydraulic engineering is an asset.
Previous work experiences with INGOs and NGOs is an asset.
