Responsibilities
The Civil Engineer will be responsible for, but not limited to, the following tasks:
-Conduct site assessments and technical surveys of existing school structures requiring rehabilitation.
-Prepare detailed technical reports and assessments identifying structural, safety, and environmental issues.
-Develop rehabilitation designs, drawings, and bill of quantities in accordance with applicable standards and local regulations.
-Prepare procurement documents and technical specifications for construction works.
-Supervise and monitor construction activities, ensuring conformity with design specifications, quality standards, and safety protocols.
-Provide technical guidance and support to contractors and local partners during the implementation phase.
-Conduct quality control inspections and ensure timely completion of works.
-Ensure environmental and social safeguards are incorporated into all rehabilitation activities.
-Prepare progress reports and documentation on the rehabilitation activities for project reporting purposes.
-Ensure community engagement and communication during the rehabilitation process.

-Final report including lessons learned and recommendations


Qualifications
Education
-Bachelor’s degree in civil engineering, Master’s preferred
Professional Experience
-At least 3-5 years of proven experience in civil engineering, with a focus on the rehabilitation or construction of educational or community facilities, ideally within humanitarian or development contexts.
-Demonstrated experience managing or supervising construction projects, including planning, implementation, and quality assurance.
-Experience working in challenging environments, with sensitivity to cultural, social, and environmental factors impacting construction projects.
-Prior involvement in assessing structural safety, environmental impact, and community needs for school or public building projects.
-Experience collaborating with local contractors, communities, and government authorities to ensure smooth project implementation and compliance with local regulations.
-Experience in drafting BoQ’s, technical specifications, as well as technical drawings.
-Experience working with international NGOs (preferred)
-Familiarity with donor-funded projects

Technical Skills
-Strong knowledge of structural engineering principles, building codes, and safety standards relevant to school infrastructure.
-Ability to develop detailed technical drawings, specifications, and bill of quantities using design software such as AutoCAD or similar tools.
-Proficiency in conducting site assessments, geotechnical surveys, and structural integrity evaluations.
-Skills in project management, including planning, budgeting, and monitoring construction progress.
-Sound understanding of environmental and social safeguards, including waste management, water runoff, and community engagement during rehabilitation works.

Based in Damascus with frequent travels to Hama.
