Responsibilities
General Role:
The Stabilization Support Unit (SSU) is seeking to recruit a MEAL Officer to join its team in Aleppo and Damascus. The role aims to enhance the quality and effectiveness of humanitarian programs through the development and implementation of integrated monitoring, evaluation, accountability, and learning systems.
The MEAL Officer will contribute to the efficient implementation of projects, ensure compliance with established humanitarian standards, and support continuous program improvement based on data-driven insights and lessons learned.
Duties and Responsibilities:
- Develop and implement Monitoring and Evaluation (M&E) plans and systems for projects.
- Design data collection tools (surveys, interviews, focus group discussions).
- Collect and analyze quantitative and qualitative data and produce regular reports.
- Ensure data quality, accuracy, and reliability.
- Establish and operationalize accountability mechanisms (complaints and feedback systems) and ensure beneficiary access.
- Support program teams in using data for evidence-based decision-making.
- Prepare periodic and final reports for donors.
- Facilitate learning sessions and document lessons learned to improve programming.
- Contribute to needs assessments and field studies.
- Ensure compliance with data protection policies and ethical standards.
Qualifications
Required Qualifications:
- Bachelor’s degree in Statistics, Social Sciences, Economics, Business Administration, or a related field.
- Minimum of 2–4 years of relevant experience in MEAL within humanitarian or development sectors.
- Proven experience in designing and implementing data collection and analysis tools.
- Proficiency in Excel; knowledge of SPSS, Power BI, Kobo, or ODK is preferred.
- Familiarity with humanitarian standards (e.g., Sphere and Core Humanitarian Standard).
- Strong report writing skills in both Arabic and English.
- Strong communication skills and ability to work effectively within a team.
- Ability to work under pressure and meet deadlines.
