Responsibilities
Under the overall supervision of the Basic Services and Infrastructure Rehabilitation Technical Officer in the Southern Area Office and the direct supervision of the lead Project Officer and in coordination with the structural and electrical officers, the Project Technician – Quantity Surveyor will:
• Review BoQs, drawings and specifications and become familiar with all measurable items for civil, structural, mechanical and electrical works of the WWTP.
• Carry out regular site measurements for completed works (e.g. earthworks, concrete volumes, formwork, reinforcement, masonry, finishes, pipelines, cable trays, ducts, equipment foundations) in coordination with the supervision team.
• Verify contractors’ interim payment certificates and measurement sheets, checking quantities, units and rates against the contract and actual site progress; highlight discrepancies or non compliant items.
• Maintain up to date records of measured quantities, variations and adjustments, and assist in preparing summaries of progress versus BoQ for internal monitoring and reporting.
• Assist in the review and quantification of any proposed variations, additional works or omissions, in coordination with the technical officers.
• Support the preparation of simple cost comparisons and breakdowns when requested by the Project Manager / UNDP team.
• Participate in site inspections and progress meetings when needed, providing input on measurement related issues.
• Ensure that all measurement and QS documentation is properly filed, traceable and aligned with UNDP procedures and audit requirements.


Qualifications
Required Qualifications:

a. Education

• Diploma in Civil Engineering, Quantity Surveying or related field from a recognized university or Intermediate Engineering Institute. A bachelor’s degree in civil engineering is an asset.

b. Experience

• 3–5 years of experience as a quantity surveyor or site engineer working on civil/infrastructure projects.
• Previous experience in water, wastewater or similar infrastructure projects is an asset.
• Experience in working with BoQs, measurement sheets and payment certificates.

Language Requirements

• Arabic: fluent
• Basic working knowledge of English is an asset

Technical Skills

• Good understanding of construction drawings, BoQs and measurement rules.
• Proficiency in MS Excel and other MS Office applications; familiarity with QS or CAD software is an asset.
