Responsibilities
Programme Implementation & Field Coordination:
• Ensure the appropriate, safe, and effective implementation of project activities related to education, protection/MHPSS, early recovery, and livelihoods in accordance with approved workplans, budgets, and donor requirements.
• Maintain a strong and regular field presence across Idlib Governorate, including Ehsim, Balyoun, Mare’yan and Al-Bal’aa.
• Conduct frequent field visits to schools, community spaces, training sites, and livelihood activity locations to ensure quality, timeliness, and adherence to technical standards.
• Oversee the implementation of rehabilitation and construction works, including site follow-up, contractor coordination, and basic quality control.
• Coordinate daily implementation with community representatives, school staff, service providers, contractors, and local partners.
• Support the organization and facilitation of trainings, awareness sessions, psychosocial activities, distributions, and livelihood support interventions.
• Monitor the performance of daily workers, volunteers, facilitators, and contractors at field level.
• Identify operational constraints, protection risks, and social tensions affecting implementation, and propose practical, context-appropriate solutions.

Liaison & Institutional Coordination:
• Maintain regular, proactive, and constructive relationships with local authorities, community leaders, school directors, service providers, and relevant stakeholders.
• Act as CESVI’s primary field-level representative in Idlib for operational coordination and stakeholder engagement.
• Facilitate administrative processes with local authorities, including permits, authorizations, and compliance requirements.
• Represent CESVI in coordination meetings and engagement platforms with authorities and other actors.
• Provide accurate translation (Arabic ↔ English) for operational, institutional, and reporting documentation.
• Support preparation and submission of documentation required for authorities, audits, and partner relations.

Security Management:
• Support the Country Security Team in the implementation and regular review of the Country Security Plan (CSP), Security Risk Assessments (SRAs), and Standard Operating Procedures (SOPs).
• Act as field-level focal point for security incidents, ensuring timely reporting and follow-up.
• Contribute to ensuring that field movements and operations are conducted in line with established security procedures and risk mitigation measures.
• Oversee basic security arrangements at field level, including access control and coordination with guard personnel where applicable.

Monitoring, Reporting & Documentation:
• Collect, verify, and organize field-level data, including attendance sheets, beneficiary lists, distribution records, and monitoring tools.
• Contribute to the preparation of timely and accurate narrative reports (weekly, monthly, and ad hoc).
• Support Post-Distribution Monitoring (PDM), satisfaction surveys, and qualitative feedback collection.
• Document community feedback, lessons learned, and changes in community dynamics, including relations between returnees, IDPs, and host communities.
• Ensure systematic filing and archiving of all field documentation in line with CESVI and donor requirements.
• Promptly flag delays, risks, and contextual changes that may affect project implementation.

Community Engagement & Accountability:
• Serve as a focal point for community engagement, ensuring clear and transparent communication on project objectives, activities, and selection criteria.
• Promote inclusive participation of women, children, youth, persons with disabilities, and other vulnerable groups.
• Support initiatives aimed at strengthening social cohesion and peaceful coexistence.
• Facilitate implementation of Accountability to Affected Populations (AAP) mechanisms, including awareness of feedback and complaints channels.
• Monitor and report early signs of community tensions or exclusion risks, ensuring conflict-sensitive programming.

Coordination & Internal Collaboration:
• Coordinate closely with Programme, MEAL, Logistics, Finance, and Security teams to ensure coherent and efficient implementation.
• Participate in internal coordination meetings and relevant field-level platforms with partners and stakeholders.
• Ensure effective information sharing between field and base-level teams.


Qualifications
• Minimum 3 years of relevant experience in humanitarian or early recovery project implementation at field level.
• Proven experience working with vulnerable populations, including returnees, IDPs, and host communities.
• Strong familiarity and professional experience in Idlib Governorate or northern Syria.
• Experience with AICS-funded projects or similar institutional donors is an asset.
• Good understanding of integrated, community-based approaches across education, protection/MHPSS, and livelihoods.
• Demonstrated experience in supervising or supporting rehabilitation/construction works is an asset.
• Educational background in engineering, architecture, or a related field is an asset.
• Ability to collect, manage, and report field data accurately and systematically.
• Strong interpersonal, communication, and facilitation skills.
• High level of flexibility, problem-solving capacity, and ability to work under pressure in complex environments.
• Excellent written and spoken Arabic; good working knowledge of English.
• Ability and willingness to travel frequently within Idlib and to Damascus, including ability and willingness to drive independently in field locations.

The organization began working in Syria in 2023, responding immediately to the devastating earthquakes with emergency assistance.
Since then, CESVI has implemented several projects in Syria, strengthening the local education system through school rehabilitation, continuous PSS support, and incentives for teachers and staff. Looking ahead, CESVI aims to strengthen protection systems (with a focus on child protection and MHPSS), rehabilitate essential community infrastructure, support emergency livelihoods and climate-sensitive early recovery efforts, and expand partnerships with Syrian civil society to promote localization.
