Responsibilities
Objective 1: To ensure timely and quality implementation of livelihoods activities
- To support the Program Manager (PM) in design of the beneficiary selection process
- To supervise the field officers in the beneficiary selection process on a daily basis and to actively support the process
- To present livelihoods activity (labor intensive activities, skills training, etc.) work-plans, designs, and proposals to the PM based on on-going ACF programs and ACF country strategy.
- To plan and facilitate the design of trainings to be provided to livelihoods program participants
- To provide weekly work-plans and tasks to the Supervisor and Field Officers based on project work-plans and ensure good allocation of tasks through follow-ups with Field Officers
- To be present in the field regularly to follow up project implementation
- To actively support ACF’s implementing partners in conducting their livelihoods activities in the area
- To represent PM on daily encounters with program stakeholders
- To provide verbal and written reports on the activities to the PM on the agreed frequency
- Under the guidance of the PM, participate in the development of capitalization reports for each livelihood’s activity conducted by ACF
- To facilitate the implementation of pilot livelihoods activities and present results with written and narrative reports to the PM
- To provide distribution plans, procurement requests to the PM based on agreed project work-plan
- Actively participate in budget follow-up meetings with the PM
- Ensure project monitoring activities are implemented according to the project work-plans
- To support drafting of livelihoods sector analysis sections in conducted assessments and surveys under the guidance of PM and in coordination with MEAL .
- Follow up the MEAL plan and project indicators, in coordination with MEAL Department
Objective 2: To promote comprehension and support the implementation of livelihoods interventions in the base
- Collect and evaluate information on livelihoods of the targeted populations and identify their needs
- Identify livelihoods support needs of the refugee population and propose intervention opportunities in line with ACF country strategy to the PM
- Identify the livelihoods support needs of the vulnerable local population and propose how to meet these needs in line with ACF country strategy to the PM
- Under the guidance of the PM, actively coordinate with other agencies implementing livelihoods interventions
- Under the guidance of the PM, actively coordinate with other stakeholders in livelihoods sector
- Represent ACF in regional working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
- Represent ACF in national working group meetings in coordination with the PM and the Food Security and Livelihoods Coordinator
- Deliver a short report (1-2 pages) reflecting the a labor intensive and livelihoods situation with an emphasis on livelihoods (income generation, employability, etc.) in the targeted area with proposed solutions every quarter (every 3 months)
- Support the identification and design of Livelihoods proposals in base
Objective 3: Team Management
- Supervise and monitor the staff under his / her supervision
- Prepare field staff weekly and monthly workplans with PM in accordance with the project’s overall implementation plan
- Participate in staff training, helping to build technical capacity of staff, operators and partners in FSL
- Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
- Helps to develop and execute context – specific solutions to improve collaboration, coordination and performance.
- Ensure good respect for working conditions while in office or field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.
- Ensure staff appraisals are conducted and together with the PM, Identify staff trainings needs and follow up the appropriate action with the Wash PM with recommendations of training and other capacity building majors.
Objective 4: Finance and Administration
- Organize day- to-day logistic, administration and personal activities
- Manage all related program equipment and materials in close consultation with the logistic / procurement officer. Maintain and ensure proper project asset register
- Contribute to the supervision and control of expenses related with the activities of the project (Procurement planning)
- Ensure the application of the Log –Kit forums and procedures pertaining to the supply chain, procurement, transport / movement
- Supervise specific project (s) budget forecast & follow up
- Participate in the design of new budget
- Ensure a proper forecast and budget follow-up of the UNICEF & French Embassy projects, in close coordination with the Hygiene Promotion team and Admin Department;
Objective 5: Reporting
- To be involved in the final project reporting: monthly APRs intermediate and final reports
- Report the progress of the work to his / her inline supervisor and material used
- Report possible problem or conflict during the activities
- Report weekly activities and transportation needs
- Contribute to project and beneficiaries’ data collection and reporting
Objective 6: Security
- To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
- To communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 7: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps to reach our humanitarian goals, as per the employee’s abilities.
Qualifications
- Bachelor’s degree in social work, agriculture, economy, Business management, food security, humanitarian action or any related field
- Technical knowledge in food security and livelihoods, with solid understanding of agriculture, market systems, local economic dynamics at the governorate level, FSL assessments in the response phases, market analysis, cash based programming, value chain approaches, resilience focused agricultural practices, and business support and enterprise
- Knowledge of project management
- Minimum 2 years in similar responsibility
- Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country
- Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or middle East region as an asset
