Responsibilities
• Health Information Systems (HIS) & EMR Support
• Lead the implementation and maintenance of HIS platforms (EMR, KoboToolbox, SQL databases, and C#) across SAMS-supported health facilities
• Ensure consistent and standardized data collection from all health facilities and partners
• Conduct routine data validation, cleaning, and consolidation across health domains (morbidity, reproductive health, nutrition, pharmacy, mental health, protection)
• Configure digital data collection tools and troubleshoot technical issues in coordination with MEAL and Senior IM Officer
• Ensure proper data storage, backup, confidentiality, and data integrity
• Support interoperability between different health information systems

• Data Analysis & Visualization
• Develop interactive dashboards and trend analysis reports using Power BI
• Support routine health reporting and donor reporting by providing cleaned, validated datasets
• Identify data gaps, inconsistencies, and outliers and flag them for correction
• Perform statistical analysis to generate insights for program decision-making
• Create automated reporting templates to streamline periodic reporting processes



• Reporting & Documentation
• Prepare and submit timely health reports including:
• 4Ws (Who, What, Where, When) reports
• EWARN (Early Warning Alert and Response Network)
• Waterborne diseases reports
• Pandemic / outbreak reports
• Monthly and quarterly health dashboards
• Support partners in timely reporting in line with SAMS and donor requirements
• Maintain systematic and secure archiving of datasets, reports, and supporting documents
• Review SAMS and partner datasets against Data Quality SOPs and recommend improvements
• Document lessons learned and best practices in data management

• Support MEAL and program for the other required reports










• Capacity Building & Field Support
• Train SAMS staff and partners on data tools, indicators, and HIS/EMR/KoboToolbox procedures
• Conduct field visits to monitor implementation, ensure compliance, and provide on-site technical support
• Develop user-friendly guidance materials, job aids, and training resources (Arabic/English)
• Provide mentorship on technical competencies and data management best practices
• Deliver hands-on training on digital tools and documentation systems
• Conduct field audits to assess data quality and provide corrective guidance
• Coordination & Communication
• Coordinate with MEAL, Health, Protection, and Senior IM Officer to ensure effective data flow
• Participate in regular coordination meetings to review data quality, challenges, and solutions
• Share data outputs and insights with relevant teams to support planning and decision-making
• Liaise with partner organizations to harmonize data collection methodologies

• Represent SAMS in health cluster IM working groups as needed

• IT Infrastructure & Systems Administration
• Manage user accounts, access control, and data security across HIS platforms
• Oversee installation and maintenance of servers, networks, and IT equipment in health facilities
• Perform regular backups and resolve technical issues promptly
• Assess and manage IT equipment needs and coordinate maintenance schedules
• Lead technical setup and troubleshooting for health facility systems (hardware, software, networks) in line with SAMS standards
• Ensure security best practices are implemented across all data systems

• Operational Support & Ad-hoc Requests
• Respond to urgent data analysis requests to support monitoring, evaluation, and emergency reporting
• Support the development and implementation of SOPs for data management processes
• Collect and analyze feedback from field teams to improve HIS systems and documentation workflows
• Support new health facility onboarding from an IM/IT perspective
• Prepare data quality reports and present findings to management


Qualifications
Bachelor’s degree in IT, Computer Engineering, Data Analytics, or a related field, with at least 3 years of relevant INGO experience in health or protection sectors

• EMR / HIS platforms (experience with any EMR system)
• Advanced skills in Excel, Kobo, And SQL
• Data visualization tools (Power BI preferred).
• Strong analytical and problem-solving skills.
• Proactive, adaptable, and solution-oriented mindset.
• IT infrastructure (networks, servers, backups)


Fluency in Arabic and good working proficiency in English


Salary and Benefits
The salary will be defined according to the SAMS salary scale.
