Responsibilities
GENERAL DESCRIPTION
Under the line management of the Program Manager, and with technical guidance from the Medical Coordinator and the relevant HQ technical referent, the Data Analyst Officer leads information management, data collection and data analysis across the CDE intervention. The role supports project quality through the design and management of data systems, the production of statistics, visualizations and reports, and the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) framework, in line with CDE standards and donor requirements.
MAIN RESPONSIBILITIES
Data management and analysis
Develop, implement and maintain databases, data collection systems and routine data analytics required by the projects.
Develop and validate quantitative and qualitative data collection instruments (surveys, questionnaires, monitoring tools), adapted and translated to the local context.
Proactively gather information from CDE teams, partners, health authorities and supported health facilities to inform programmatic decisions.
Apply appropriate statistical techniques to identify, analyze and interpret trends and patterns in project and health data.
Produce graphics, dashboards, maps and visualizations of quantitative and qualitative data as needed.
Monitoring, evaluation and learning (MEAL)
Support the development and roll-out of the MEAL plan, tools, methodologies and questionnaires across the mission, integrating donor guidelines into the M&E system.
Support Program Managers and teams in implementing methodologies for the regular and continuous follow-up of project activities, including beneficiary counting and updates to the detailed implementation plan.
Ensure collection of disaggregated beneficiary data (sex, age, disability) in line with donor indicators and the CDE indicator framework.
Supervise surveys and assessments, analyze results, and formulate relevant recommendations.
Map assistance coverage in target areas, identify and report potential gaps, and support data verification.
Record methodologies, experience and lessons learned and transmit them to the Program Manager and other relevant team members; contribute to learning exercises and good-practice exchange.
Accountability to Affected Populations (AAP)
Support the development and implementation of a context-appropriate Community Feedback Mechanism, accessible to women, men, girls and boys with diverse needs.
Consolidate and analyze feedback and complaints data, and report trends and recommendations to the Program Manager.
Information products and reporting
Support the team in producing high-quality, project-related documents (statistics, briefs, project status reports, narrative report inputs and annexes).
Ensure all reporting is accurate, timely and consistent with donor and CDE indicator frameworks.
Contribute data and analysis to proposals, assessments and needs analyses.
Coordination and liaison
Liaise with partners, health authorities and supported facilities on data and information matters as required.
Join the team during field trips and monitoring missions, and provide dedicated data support to teams and partners when needed.
Attend relevant working groups or technical meetings on information management and M&E when requested.
Data protection and safeguarding
Ensure all beneficiary and project data is collected, stored and handled in line with CDE’s Data Protection Policy and donor data protection requirements.
Maintain confidentiality of all sensitive data and information at all times.
Support the mission in implementing CDE’s Safeguarding, PSEAH, Child Protection and Code of Conduct policies; receive and refer concerns through CDE’s reporting channels without delay.
Other
Provide basic day-to-day translation of documents and verbal translation as needed.
Carry out occasional administrative and clerical tasks related to the function.
Ensure timely and adequate archiving of data and MEAL documentation (soft and hard).
Perform any other duties as requested by the line manager or technical referent, within the scope of the position.

Close collaboration with: Project Officer / Medical, Medical Officer / Midwife, Liaison Officer, Data Analyst Officer, Community Health Workers, hospital staff, and the support team (Logistics, Finance, Admin and HR)
Qualifications
PROFILE
Academic background
University degree in information management, statistics, data science, public health, social sciences, geographic information systems or a related field [required]
Working experience
Two to three years of work experience in information management, data analysis or M&E within the NGO sector [required]
Experience in data processing and analysis and in the creation of reports and visualizations [required]
Experience with health-related data and indicators is an asset.
Specific skills
Advanced command of Microsoft Excel [required]
Familiarity with digital data collection tools (e.g. KoBo Toolbox, ODK) and data visualization tools is an asset.
Strong analytical skills, rigour and precision.
Sense of initiative and ability to propose solutions.
Ability to work autonomously and within a team, with good communication and listening skills.
Ability to manage stressful situations; resilient and diplomatic.
Adherence to humanitarian principles and CDE’s code of ethics.
Languages
Fluent in Arabic (speaking, writing, reading) [required].
Intermediate to Fluent level of English is required. (speaking, writing, reading)
