Purpose of the Role
The Medical Officer is responsible for assisting the National Health Officer in leading and managing all medical activities and services related to The HALO Trust’s operations and programs in Syria. This includes ensuring the readiness of medical response and emergency systems, enhancing the capacity of medical personnel, and promoting occupational health and safety standards. The role also ensures compliance with approved medical policies and procedures, effective management of medical resources, and operational continuity through technical and operational oversight and coordination with relevant stakeholders.

Key Responsibilities
1.Lead and manage the medical and operational aspects of the program, ensuring the implementation of approved medical standards, policies, and standard operating procedures (SOPs).
2.Oversee the readiness of medical response and medical evacuation (CASEVAC) systems, and develop, review, and update related plans and procedures on a regular basis.
3.Conduct regular field visits to assess medical preparedness, compliance with quality and safety standards, and identify opportunities for improvement.
4.Directly supervise Medical Assistants, providing technical guidance, capacity building, performance evaluation, and ensuring adherence to professional and ethical standards.
5.Manage pharmaceutical stocks and medical supplies, ensuring their availability, validity, proper storage, and documented use in accordance with approved systems.
6.Prepare future medical and pharmaceutical needs plans, as well as related technical and administrative reports.
7.Provide medical support and advice to staff, and follow up on work-related incidents, injuries, and health conditions.
8.Develop and implement medical training plans for The HALO Trust staff in line with operational requirements.
9.Deliver medical training to staff and field personnel.
10.Apply quality assurance systems and internal audit processes, ensuring compliance with organizational policies and procedures.
11.Perform any other related duties assigned by the line manager in support of organizational objectives and operational needs.
Technical Skills
•Advanced knowledge of public health principles, emergency medicine, medical evacuation, and health risk management.
•Strong ability to plan, coordinate, and manage medical resources and services efficiently.
•Strong skills in pharmaceutical inventory management, medical supplies management, and technical reporting.
•Ability to analyze data and conduct reporting, monitoring, and evaluation activities.
•Proficiency in Microsoft Office applications, particularly Word, Excel, PowerPoint, and Outlook.
•Excellent training, facilitation, and knowledge-transfer skills.
Working Conditions
•Work within The HALO Trust’s programs and operations across Syria.
•The position requires regular travel and movement between operational sites.
•Duties include both field-based and office-based work, depending on operational needs.
•May involve working in complex or conflict-affected operational environments while maintaining full compliance with approved security and safety procedures.
Qualifications
Educational Qualifications
Essential Qualifications
•University degree in Medicine or a related health discipline.
•A postgraduate degree in Public Health (MPH), Emergency and Disaster Management, or a related field is preferred.
Preferred Qualifications
•Accredited professional certifications in Emergency Medicine, Advanced First Aid, Disaster Management, or Humanitarian Response.
•Specialized training in medical instruction, health program management, and health risk management.

Specific Vacancy Requirements
Professional Experience
•Minimum of three (3) years of professional experience in emergency medical case management and incident response.
•Minimum of three (3) years of experience in medical and first aid training and capacity building.
•Proven experience in supervision, leadership, and management of medical teams.
•Previous experience in humanitarian organizations, field environments, or conflict-affected areas is highly desirable.
•A total of three (3) to five (5) years of relevant professional experience.
Languages
•Arabic: Full professional proficiency in reading, writing, and speaking.
•English: At least a good working proficiency in reading, writing, and speaking.
