Responsibilities
1. Design Management & Technical Review
• Lead the end-to-end design process for airport development and infrastructure projects, from concept design through detailed engineering and construction documentation.
• Review, evaluate, and approve all design drawings, technical specifications, and engineering submittals produced by consultants, contractors, and in-house teams.
• Ensure design solutions are technically sound, cost-effective, constructible, and fully compliant with applicable aviation, civil, mechanical, and electrical engineering standards.
• Proactively identify and resolve design conflicts and technical discrepancies before they affect project schedules.
• Manage Value Engineering exercises and design optimization workshops in coordination with project and commercial teams.
2. Consultant & Stakeholder Coordination
• Manage the technical interface with external design consultants, specialist engineers, and third-party reviewers throughout all design phases.
• Issue and track Request for Information (RFI) responses, design clarifications, and technical queries between project teams and consultants.
• Coordinate design inputs and approval requirements with airport operations, regulatory authorities, and utilities providers.
• Participate in design review workshops, value engineering sessions, and technical coordination meetings, and ensure action items are followed up and closed.
• Liaise with the Engineering & Project Planning Senior Manager on design governance, resource planning, and milestone reporting.
3. Design Compliance & Quality Assurance
• Ensure all design deliverables comply with UCK Airport LLC design standards, applicable national and international codes, and civil aviation authority requirements.
• Implement and maintain a Design Quality Management Plan (DQMP) covering design reviews, checking procedures, and approval workflows.
• Conduct technical audits of design packages at key milestone gates (30%, 60%, 90%, IFC) and issue formal review comments.
• Verify that Issued for Construction (IFC) drawings and specifications are complete, coordinated, and free of errors before release to site.
• Track and manage design change requests, ensuring changes are technically assessed, approved, and properly incorporated into the design record.
4. Design Submittal Review & Approval
• Review and formally approve all design submittals, shop drawings, and technical documents prior to official issuance or distribution to contractors and site teams.
• Ensure that all Issued for Construction (IFC) drawing packages carry the required technical sign-off before release, and that any conditions of approval are tracked to closure.
• Coordinate with the Document Control Manager (Technical) to define submittal schedules, issuance priorities, and document register requirements aligned with project milestones.
• Review and approve responses to design-related RFIs and technical queries prior to issue, ensuring consistency with approved design intent.
• Verify that design change notices and revision records are technically assessed and approved before incorporation into the document management system.
5. Additional Responsibilities
• Support the Engineering & Project Planning Director in preparing technical reports, design briefs, and executive presentations.
• Contribute to the development and updating of UCK Airport LLC internal design standards and technical guidelines.
• Mentor and develop junior engineers and technical staff within the design team.
• Take on additional design leadership responsibilities as directed by the Engineering & Project Planning Director to support evolving project needs.

Qualifications
• Bachelor’s degree in Civil, Architectural, Mechanical, or Electrical Engineering, or a related engineering discipline. A Master’s degree in Engineering or Project Management is an advantage. Professional engineering registration or chartership is preferred.
• Minimum 8–10 years of progressive experience in engineering design management, with a strong focus on design review, consultant coordination, and technical quality assurance in airport, infrastructure, or large-scale building projects. At least 3 years in a supervisory or lead technical role.
• Deep understanding of engineering design processes, drawing standards, and multi-discipline design coordination across civil, structural, mechanical, and electrical disciplines.
• Proficiency in reviewing and interpreting technical drawings, specifications, and engineering calculations.
• Familiarity with BIM (Building Information Modelling) workflows and design management platforms.
• Knowledge of applicable aviation design standards, ICAO Annex 14, and local civil aviation authority requirements.
• Strong analytical and problem-solving skills with the ability to identify and resolve complex design issues.
• Effective communication and coordination skills for managing consultants and multidisciplinary design teams.
• Proficiency in MS Office; working knowledge of AutoCAD, Revit, or equivalent design software at review level.
