About the Role

Terre des hommes Lausanne is seeking an experienced and highly motivated MEAL Manager to lead and strengthen the MEAL function within its Syria Country Office.
The MEAL Manager will be responsible for ensuring the quality, consistency, and effectiveness of the Country Office’s monitoring, evaluation, accountability, learning, and information-management systems. The position will provide strategic and technical leadership to the MEAL team and support programme and project teams to use evidence for programme steering, decision-making, learning, accountability, and continuous improvement.
The MEAL Manager will directly supervise MEAL Assistants and enumerators and will work closely with the Program Coordinator, Project Managers, programme teams, partners, and relevant regional and headquarters technical colleagues.

Key Responsibilities
---------------------
•Develop, implement, and regularly review the Syria Country Office MEAL action plan and strategic MEAL priorities.
•Establish and maintain coherent and effective MEAL systems across all projects and programmes.
•Ensure that project monitoring plans, indicators, tools, databases, and reporting systems are relevant, harmonised, accurate, and regularly updated.
•Provide technical and methodological support to programme and project teams throughout the project cycle, including the development of theories of change, logical frameworks, indicators, monitoring plans, and MEAL budgets.
•Ensure the timely collection, verification, analysis, interpretation, and presentation of quantitative and qualitative programme data.
•Promote the use of MEAL findings for programme steering, evidence-based decision-making, learning, communication, and advocacy.
•Ensure that the Project Follow-Up tools are established at the start of each project, maintained with accurate information, and used to support project steering.
•Establish and oversee effective accountability to affected populations systems, including information sharing, consultation, participation, and complaints and feedback mechanisms.
•Ensure that feedback received from children, communities, partners, and other stakeholders is analysed and used to improve programme quality and decision-making.
•Support and oversee information-management systems and processes, including data collection, storage, processing, analysis, visualisation, use, and protection.
•Ensure compliance with ethical MEAL principles, including informed consent, confidentiality, data protection, gender and diversity sensitivity, child safeguarding, fairness, and the “do no harm” principle.
•Alert the Program Coordinator and Country Director to unmet targets, data-quality concerns, contextual changes, programme risks, and potential negative effects on children and communities.
•Contribute to the development of proposals, concept notes, reports, assessments, evaluations, and other programme-quality deliverables.
•Identify evaluation, research, learning, and capitalisation priorities and coordinate relevant exercises.
•Strengthen organisational learning by documenting lessons learned, good practices, challenges, and recommendations across projects.
•Build the MEAL capacities of Country Office teams and partners through coaching, training, technical guidance, and practical support.
•Manage the MEAL team throughout the employment cycle, including recruitment, objective setting, performance management, capacity development, and staff support.
•Plan and supervise MEAL activities and ensure the appropriate management of related human, technical, logistical, and financial resources.
•Monitor MEAL budgets and support the effective allocation of MEAL resources across projects.
•Promote effective collaboration between the MEAL, programme, project, information-management, communications, and support-services teams.
•Represent Terre des hommes in relevant MEAL, accountability, information-management, learning, and technical coordination platforms when required.
•Ensure compliance with Terre des hommes policies, standards, procedures, safeguarding commitments, and Code of Conduct.

Qualifications
•Bachelor’s degree in statistics, social sciences, international development, information management, research, economics, or another relevant field. A master’s degree is an asset.
•At least five years of relevant professional experience, including a minimum of two years in a managerial or team-leadership position.
•Demonstrated experience in establishing and managing MEAL and information-management systems in humanitarian or development contexts.
•Strong knowledge of project-cycle management, results-based management, theories of change, logical frameworks, indicators, monitoring plans, and evaluation methodologies.
•Proven experience with quantitative and qualitative research methods, assessments, evaluations, data-quality assurance, and programme monitoring.
•Strong skills in data analysis, interpretation, visualisation, and evidence-based report writing.
•Experience designing and managing accountability to affected populations and complaints and feedback mechanisms.
•Knowledge of relevant humanitarian and programme-quality standards, including the Core Humanitarian Standard, Sphere Standards, and accountability principles.
•Experience in outcome-level monitoring, impact measurement, beneficiary tracking, data modelling, and programme-performance analysis.
•Strong understanding of ethical data collection, informed consent, confidentiality, data protection, child safeguarding, gender equality, diversity, and the “do no harm” principle.
•Experience working with local partners and strengthening their MEAL systems and capacities.
•Previous experience in children’s rights, child protection, mental health and psychosocial support, access to justice, migration, WASH, or related sectors is an asset.
•Excellent written and spoken English and Arabic.
•Strong knowledge of Microsoft Office, KoboToolbox, database-management systems, and data-analysis and visualisation tools.
•Excellent analytical, organisational, communication, coordination, and problem-solving skills.
•Ability to work independently, make sound decisions, manage competing priorities, and provide constructive technical advice.
•Strong commitment to collaboration, accountability, learning, inclusion, and the rights and well-being of children.
