Responsibilities
The Grants and Business Development Officer supports the effective implementation of grants management, business development, donor reporting, proposal development, and partnership-related processes within SAMS Syria. The Officer contributes to the grants management cycle by supporting grant start-up, implementation follow-up, reporting, documentation, amendments, and close-out.
Tasks and Responsibilities:
1. Grants Management Support
Support the Grants and Business Development team in following up on assigned grants.
Assist in preparing and updating grant overview documents, reporting calendars, and compliance notes.
Support the organization of grant kick-off, review, amendment, and close-out meetings.
Prepare meeting agendas, minutes, action points, and follow-up trackers.
Follow up with relevant departments on pending grant-related inputs and documents.
Track reporting deadlines, donor requirements, pending documents, and key grant deliverables.
Support the preparation of grant amendments, budget revisions, no-cost extension requests, and donor notifications when requested.
Follow up on the signing of donor agreements, partner agreements, amendments, MoUs, and other grant-related documents.
Maintain updated grant files and ensure documents are properly organized and accessible.
Flag delays, missing information, or documentation gaps to the Senior Officer and/or Grants and Business Development Manager.
2. Donor Reporting Support
Support the preparation of donor reports, including monthly, quarterly, interim, annual, and final reports.
Collect reporting inputs from relevant departments, including Programmes, MEAL, Finance, Operations, Compliance, Communications, field teams, partners, RO, and HQ, as needed.
Draft assigned sections of donor reports based on inputs received from relevant teams.
Compile inputs into donor reporting templates.
Support basic checks of report inputs for completeness, consistency, and formatting.
Follow up on missing information, supporting documents, clarifications, and internal feedback.
Maintain updated donor reporting trackers and reporting files.
Submit draft inputs and compiled documents to the Senior Officer or Manager for review.
3. Business Development and Opportunity Tracking
Support the regular search for funding opportunities relevant to SAMS’ health and medical relief programming.
Review donor calls and funding announcements to summarize basic information, including deadlines, eligibility, focus areas, and required documents.
Update the funding opportunity tracker with key opportunity details.
Support the preparation of Opportunity Briefs by collecting and organizing relevant information.
Support Go/No-Go processes by gathering required inputs from relevant departments.
Update proposal calendars and business development workplans as requested.
Follow up with assigned staff and departments on proposal development deadlines and pending inputs.
Support documentation of donor feedback, proposal results, and lessons learned.
4. Proposal Development Support
Support the development of concept notes, proposals, expressions of interest, and donor submissions.
Draft assigned proposal sections, such as organizational background, context, needs analysis, partner information, past performance, and activity descriptions.
Support the preparation of proposal annexes, including workplans, beneficiary tables, risk matrices, and basic logframe inputs.
Collect proposal inputs from relevant departments and partners as requested.
Support proposal budgeting by collecting required information from relevant teams and partners.
Follow donor templates, SAMS SOPs, internal timelines, and submission requirements.
Support formatting, annex compilation, document naming, version control, and final package preparation.
Follow up on donor feedback and collect inputs needed to revise or clarify submitted documents.
Ensure proposal files, submitted packages, donor feedback, and internal review comments are properly filed.
5. Partnerships Support
Support partner mapping by collecting and organizing information on local NGOs, health actors, community-based organizations, and other relevant stakeholders.
Maintain updated partner records, including contact details, locations, sectors, due diligence status, and previous collaboration.
Follow up with partners on required proposal inputs, reports, budgets, due diligence documents, and supporting documents.
Conduct basic checks of partner documents against templates and checklists.
Support the organization of partner meetings, due diligence discussions, and partnership review meetings.
Prepare partner meeting notes, action points, and follow-up trackers.
Flag missing partner documents, delays, or clarification needs to the Senior Officer and/or Manager.
6. Donor, Partner, and External Coordination Support
Support the preparation of donor and partner briefing materials, project summaries, meeting notes, and follow-up documents.
Attend donor, partner, cluster, coordination, or stakeholder meetings when delegated.
Share meeting notes, key updates, and follow-up actions with the Senior Officer and/or Manager.
Support the organization of donor visits, partner visits, and field visits.
Maintain assigned donor and partner engagement records.
Support the preparation of information requested by relevant local authorities, in coordination with the Grants and Business Development Manager and relevant departments, ensuring accuracy and proper internal clearance before sharing.
Support the preparation of simple communication materials, such as project briefs, sector profiles, success stories, and donor-facing updates, in coordination with Communications and relevant technical teams.
7. Information Management and Filing
Maintain assigned grant trackers, reporting trackers, proposal trackers, opportunity trackers, donor records, partner records, and action trackers.
Ensure proper filing and version control for assigned grants, reports, proposals, budgets, donor correspondence, partner documents, and final submissions.
Support the use of approved systems and platforms, including Odoo, Amplifund, Google Drive, donor databases, opportunity trackers, proposal folders, grant files, and internal calendars.
Support the updating of templates, checklists, standard language, donor notes, and lessons-learned documents.
Ensure documentation is organized, complete, and available for internal review, donor review, audit, and institutional memory.
8. Other Duties
Coordinate professionally with relevant departments and partners.
Maintain confidentiality of donor, partner, proposal, grant, and internal organizational information.
Promote a positive, professional, respectful, and collaborative working culture.
Escalate delays, missing information, or coordination challenges to the Senior Officer and/or Grants and Business Development Manager.
Perform other relevant duties assigned by the Grants and Business Development Manager.
