Responsibilities
Under the general supervision of the designated Chief Field Office in Aleppo Field Office and the technical supervision of the WASH Manager, the Third Party Facilitator will:
(1) Provide senior-level engineering services to ORGANIZATION WASH programmes, ensuring regular and systematic technical advice, quality assurance and technical guidance to implementing partners, contractors and government counterparts for the effective design and implementation of large water and sanitation schemes.
(2) Identify design, capacity and technical gaps of implementing partners and counterparts and provide technical support to the Chief of Field Office and designated WASH colleagues, including on-the-job technical guidance as needed.
(3) Provide input to technical, design and tender documents as required by the Chief of Field Office and the WASH Section, ensuring that all technical inputs are aligned with ORGANIZATION programme strategies, applicable standards and approved technical requirements.
(4) Conduct regular field visits based on requests by the Field Office to undertake technical assessments, verify survey and site data, inspect existing infrastructure, validate design assumptions, provide technical oversight and gather information required for programme design and implementation.
(5) Within 5 days following each field visit, produce a trip report according to the standard format provided by ORGANIZATION and submit the report to the designated Chief of Field Office for further dissemination and action by the relevant persons.
(6) Conduct regular situation monitoring in specific areas based on requests by the Field Office, to assess the overall humanitarian situation and document the needs of affected populations, in particular of women and children.
(7) Conduct regular visits to monitor programme activities supported by ORGANIZATION, with a focus on:
a) Assessing programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and SSFAs (Small-Scale Funding Agreements) as well as programme implementation by government ministries and agencies according to the ORGANIZATION Syria Country Office Annual Work Plans;
b) Verifying supplies are delivered to target beneficiaries in line with relevant programme documents, and documenting any delays and bottlenecks;
c) Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
(8) Validate results data provided by implementing partners in their progress reports. Report any actual or potential deviation from implementation plans.
(9) Provide specialized engineering design and review services for large water and sanitation schemes, including:
a. Undertaking technical assessments, feasibility studies and detailed designs, including the review of surveys, site data, design criteria and proposed engineering solutions.
b. Preparing and/or reviewing engineering calculations and hydraulic models, design drawings, technical specifications, bills of quantities, cost estimates and tender documents.
c. Designing and reviewing, as applicable, water sources and intake structures, boreholes, pumping stations, transmission and distribution networks, reservoirs, water and wastewater treatment facilities, sewerage networks and related civil and electromechanical structures.
d. Reviewing technical submissions from consultants, contractors, implementing partners and counterparts; verifying compliance with applicable standards, constructability, safety, sustainability and operation and maintenance requirements; and providing clear recommendations and corrective actions.
(10) Any other tasks assigned by the supervisor.
The number of programme monitoring visits to be conducted are specified in the Programme Documents agreed with Partners.
Qualifications
EDUCATION:
- University degree (Bachelor’s Degree minimum, Master’s Degree is an asset) in Civil, Electrical/electromechanical, or Mechanical Engineering. A postgraduate degree or specialized training in water supply, sanitation, hydraulic engineering, environmental engineering or a related field is an asset.
WORK EXPERIENCE:
- 8-10 years of progressively responsible professional experience in civil, electrical/mechanical engineering, including substantial experience in the planning and design of large water supply and sanitation schemes.
- Demonstrated experience in preparing and reviewing feasibility studies, hydraulic and structural calculations, engineering drawings, technical specifications, bills of quantities, cost estimates and tender documents for large WASH infrastructure projects.
- Experience in technical review, quality assurance, field assessment and construction supervision of water and sanitation projects, preferably in a humanitarian or development context.
- Experience working with governmental water and sanitation authorities and with UN or NGO programmes/projects is an asset.
- Experience working with UNICEF projects is an asset.
LANGUAGES:
- Fluency both verbal and written in English and Arabic.
Specific Vacancy Requirements

- Advanced technical competencies in the planning and design of large water supply and sanitation infrastructure.
- Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
- Very good report writing skills.
- Capacity to work in an emergency context under stressful conditions and strict deadlines.
- Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
- Proficiency in AutoCAD and relevant engineering design and hydraulic modelling software. Familiarity with GIS applications is an asset.
