Responsibilities
Job purpose:

The MIS Officer for the MIS Team will report directly to the Deputy MIS Manager and will coordinate closely with Project Deputy Managers in Syria regarding the timely and accurate collection of all data relating to programme activities (including beneficiary lists, distribution details etc.).

Through their work the MIS Officer supports GOAL projects by ensuring accurate and up to date data is available for all programme activities, while supporting on information management and adapting/ improving data collection and storage processes in the field to ensure quality information and clarity on methods for collecting and entering the same.



Duties, objectives and competencies

• Ensure accurate and up-to-date information is maintained for all programme activities and that data generated through field activities is updated on a daily basis on centralised records and stored securely; this includes ensuring accurate disaggregation of beneficiary data, in line with GOAL and donor requirements and ensuring that ‘no-shows’ and new arrivals are effectively tracked and recorded for all programme activities.
• Follow up on data discrepancies and errors and coordinate with the relevant teams to ensure that they are reviewed and corrected.
• Clean, process, and analyse data using Excel.
• Direct managing MIS Assistants and provide them with the necessary technical guidance, follow-up and support to ensure the quality and accuracy of their work.
• Review the data processed by MIS Assistants using SQL or Power BI and ensures the correctness and validity of it according to the related department need.
• Help the team to understand and use the configuration of the MIS systems.
• Manage information management system for hard and soft copy programme documentation, including scanning and storage.
• Support the Deputy MIS Manager to further develop data entry, collection and storage tools, utilising new technologies and soft wares.
• Support the development and improvement of tools and processes for data cleaning, validation, comparison, tracking and reconciliation.
• Ensure the logical correctness and validity of all data collected through CommCare and KoBoToolbox by reviewing and validating entries against the MIS system, tracking and auditing data updates, identifying errors or inconsistencies, and following up with the relevant teams to ensure timely correction before updating the database.
• Maintain a strong understanding of database structures and relationships and ensure the consistency and integrity of the database system when working on any aspect of it and report any identified issues to the Deputy MIS Manager.
• Use GOAL’s online system to update the data of distribution, or beneficiaries list.
• Keep GOAL’s online system updated with last updated data coming from the Selection and Verification teams.
• Keeps GOAL’s online system updated with the data of CFM and reverification data after reviewing and connecting it to other related tables.
• Data Reporting using Power BI.
• Develop and use SQL queries, including complex queries where required, for data extraction, analysis, validation, comparison and tracking changes across related datasets.
• Keep tracking the received documents and data received from any department or program and compare it to the initial plan and report any differences to their line manager.
• Completing weekly reports to their line manager (Deputy MIS Manager) to report on work carried out in the previous week.
• Support basic maintenance and required updates to existing MIS or web-based systems, including understanding their interaction with the database and implementing minor changes where required and within the scope of the role.
• Other tasks as required relating to data management and as determined by the Deputy MIS Manager.
• Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.

Qualifications
Requirements (essential)

• Bachelor’s Degree from a recognised university, preferably in IT, Data Management or similar.
• At least 2 years of relevant work experience in data management, data entry, database administration, or a related data field.
• At least 1 years’ work experience with NGO in humanitarian work
• Experience of leadership and team management and ability to capacity build and motivate team members.
• Excellent IT skills (Microsoft Office, VBA, programming language in Excel)
• Excellent data management skills.
• Strong practical skills in SQL Server and relational database management.
• Demonstrated skills in data analysing and reporting using Power BI.
• Excellent attention to details.
• Experience in developing or improving data processing, validation, comparison or follow-up tools
• Hard-working, proactive and able to prioritise to manage a demanding workload
• Commitment to beneficiary accountability and humanitarian principles.
• Understanding of digital data gathering technology such as (CommCare , KoBoToolbox…)

Requirements (desired)

• Intermediate understanding of web-based systems and programming concepts; knowledge of C#, ASP.NET or similar technologies.
• Advanced English language skills (spoken, written and reading)
