Responsibilities
II. Duties and Responsibilities
• Creates and maintains procurement records, including electronic records in ARD’s Trust management solution system (), ensuring accuracy and integrity of data through regular report generation, review, and update of data.
• Assist in the selection of appropriate suppliers and contractors to promote good procurement practice with regard to sustainability, ethical purchasing standards and costing.
• Maintain good relationships with suppliers and renegotiate prices on a regular basis.
• Ensure project needs are met, and ensure procurement processes are fair, open, and transparent.
• Plans, organizes, and leads the bid solicitation process including drafting and issuing requests for quotations (RFQ), requests for information (RFI), requests for proposals (RFP), and developing bid evaluation criteria.
• Chairs bid evaluation committees by guiding members through the evaluation process and ensuring the integrity of the competitive process while fully supporting the selection and decision-making process.
• Facilitates bidder debriefings, exercising appropriate judgement and tact while ensuring the protection of confidential information. Maintains complete and accurate records as a safeguard in the event of a legal dispute.
• Analyses, negotiates, and prepares contracts, ensuring appropriate terms and conditions are included to protect the Rights of ARD.
• Monitors and reviews progress of contracts, coordinates renewals, as appropriate, reviews and approves invoices for payment, and resolves any problems that may arise. Also performs post contract evaluations.
• Ensuring that invoices received reconcile to purchase orders and created and matching receipts to purchase orders.



Qualifications
IV. Job Qualifications and Requirements
A. Academic Qualifications
• Bachelor of Business Administration (General Management - Purchasing Management - Supply Chain Management - Quality Management) or any related field.
• Procurement courses.
B. Professional Background
• 3 years of professional experience in procurement management. (NGO experience is preferred)
• Experience in preparing financial reports.
• Experience in dealing with international organizations.

• Fluency, spoken and written, in English and Arabic. (Preference is given to those who have knowledge of the French language).
• Highly skilled using Microsoft software, especially Word, Excel, and Outlook.
• Leadership skills and high delegation capacity.

• Negotiation and persuasion skills.
• Ability to work under pressure.
• The ability to solve problems and to create quick, correct, and inexpensive solutions.

• Prepare to work overtime and during breakdowns and occasions when necessary.
