Responsibilities
The Procurement Officer is responsible for administering all procurement-related activities, including the follow-up of deliveries to Al Afiye Hospital in Damascus.
Tasks and Responsibilities
1.Processes, assists, and manages general procurement needs in accordance with donor guidelines and relevant Syrian laws.
2.Works closely with projects department to plan and coordinate procurement needs.
3.Creates requests for quotes, drafts bids, and organizes all bid documentation for goods and services.
4.Obtains quotes from vendors and serves as the focal point for communication with all vendors.
5.Ensures that all bids are received by the deadline and that all necessary information and documentation from vendors are obtained.
6.Ensure that all bids comply with relevant laws and regulations in SAMS.
7.Negotiates the best purchasing package (in terms of quality, price, terms, delivery, and service) with suppliers and subcontractors.
8.Coordinates the bid evaluation process, prepares the bid analysis documents, and submits all relevant information to the office management..
9.Assists in selecting equipment and consumables based on criteria set by SAMS technical advisors, including quality, price range, country of origin, and brand specifications.
10.Maintains complete and updated purchasing records, data, and pricing in the system.
11.Works closely with the finance and programs teams to ensure all necessary documentation for grant financial reports, including invoices, signed receipts, shipping and handling papers, and anti-terrorist compliance checks, is accurate, properly stored, and archived.

Qualifications
Experience
A minimum of 2–3-year experience in procurement and logistics is required.
Experience in procurement related to construction and rehabilitation works is an added advantage, in addition to experience in medical equipment procurement
Academic Background
Associate or bachelor’s degree in accounting, Business, or any related field
Language skills: good in English and native Arabic speaker
Technical Competencies Good knowledge of Microsoft Office programs (especially Excel) and online systems
