Responsibilities
1 - Engineering Supervision & Quality Control: ● Provide daily on-site supervision of contractors carrying out rehabilitation of water stations, networks, storage tanks, and sewage systems. ● Verify that mechanical, electrical, civil, and solar energy works comply with approved BoQs, technical drawings, and specifications. ● Identify and follow up on technical defects, unsafe practices, or deviations from design, escalating issues to the WASH Coordinator as needed. ● Ensure that all materials used on site are sampled, tested, and approved in accordance with the Technical Specifications and BoQs, and maintain a comprehensive material approval log. 2 - Technical Assessment & Documentation: ● Participate in technical and accessibility assessments of target sites, including borehole/pump condition, network mapping, and structural evaluation of tanks/reservoirs. ● Support preparation and revision of Bills of Quantities (BoQs) and technical specifications based on field verification. ● Prepare and maintain Material Compliance Reports verifying that all delivered materials conform to the technical specifications, approved BoQs, and contract conditions. ● Conduct and document Inspection Reports for all delivered materials, equipment, and installed works, including factory test certificates, material approvals, and quality control checks. ● Prepare and review Technical Specifications / Statement of Works (SOW) for all project components, ensuring they reflect site conditions, donor requirements, and sector standards. 3 - Safety, Environmental & Social Compliance: ● Enforce occupational health and safety (OHS) requirements on site, including PPE use, safety induction, and emergency preparedness for contractor crews. ● Complete weekly Progress Reports, and daily reports for the project activities. ● Coordinate with mine action actors as required to confirm that sites and access routes are cleared prior to field works. Reporting & Coordination: ● Submit regular technical progress, daily updates, quality and EMR reports to the WASH Coordinator. ● Coordinate with local water authority engineers and support delivery of operation and maintenance (O&M) training and handover documentation. ● Support joint verification/inspection exercises prior to formal hand-over of rehabilitated infrastructure.. Desirable: ● Experience with solar-powered water pumping/storage systems. ● Prior experience on donor-funded infrastructure projects (e.g., ECHO, BMZ, GFFO) in Syria. ● Willingness to travel across multiple field sites.
Specific Vacancy Requirements
General Work Experience: Minimum 3 years of experience in construction/infrastructure site supervision, ideally including water supply, sanitation, or solar energy systems. Skills: • Languages: Arabic — Fluency (writing, reading, speaking). English — Working proficiency (technical reporting). • Computing: Arabic — Fluency (writing, reading, speaking). English — Working proficiency (technical reporting). • Analytical Skills: Strong ability to read and verify technical drawings, structural/mechanical/electrical specifications, and site survey data.. • Technical Experience: • Proven experience in BoQ preparation, on-site quality control, and supervision of mechanical, electrical, and civil rehabilitation works. • Communication: Strong coordination and supervisory skills with contractors, local authority engineers, and the project team; clear technical reporting.
