Responsibilities
Under the management of AKF MERL Coordinator, the MERL Officer is responsible for planning and implementing all MERL activities planned under the related project and in compliance with the project documents and AKF and donor policies, procedures and requirements. The incumbent will report directly to the Monitoring, Evaluation, Research, and Learning Coordinator.
MAIN RESPONSIBILITIES:
- Under the supervision MERL Coordinator and in close collaboration with MERL Officers and programme team, contribute to planning and conducting of needs assessments and situation analysis for specific programme needs.
- Update on regular basis the project’s Performance Measurement Framework (PMF) as per the project’s reporting schedule. This task requires the MERL Officer to work in collaboration with Grants Officer, and projects’ staff.
- Under the guidance of the MERL Coordinator, support the programme team in development and updating of projects’ Annual Work Plans (AWPs) based on Projects’ Logical Model (LM), regular progress review through Year-to-Date (YTD) reporting, monthly and quarterly progress review meetings.
- Analyze projects’ progress and implementation gap (technical and financial) and present the variance explanations in the quarterly, semi-annual and annual review sessions.
- Support MERL Coordinator in continued review and enhancement of the MERL system and tools that contribute to achieving efficiency and effectiveness of MERL functions.
- On regular basis, report the project’s achievement as per the 4Ws tool to the Sections and Sectors of the relevant UN Agencies. In addition, participate in the UN Agencies Cluster meetings as required and requested by the MERL Coordinator.
- Design and update all project’s data collection tools (paper and mobile) as per the PMF requirements to inform project’s PMF and management requests.
- Design, update, and troubleshoot the Project Beneficiary Database (PBD) and Project Progress Database (PPD).
- Design and update the sectorial tables within Community Profile Database (CPD) from relevant project indicators.
- Undertake regular monitoring field visits to ensure project’s implementation is aligned with project implementation plan, and suggest improvements as required. In addition, circulate the field visit report among MERL team and project staff.
- Design indicator matrix for the project evaluation as per OECD evaluation criteria.
- Supervise the implementation of projects’ evaluation activities including analysis of findings.
- Disseminate evaluation and research findings to relevant stakeholders as required.
- Produce and disseminate periodical bilingual (Arabic and English) Information Education and Communication (IEC) summary dashboards of PBD, PPD, and CPD to MERL team, project staff, partners, and management.
- Support the MERL Coordinator to design and execute the programme impact assessment.

Qualifications
- The applicant must have a University Degree in a related field.
- At least two (2) years of prior related experience in monitoring, evaluation, research, and learning; statistics.
- Working and thinking in systems.
- Result-Based Management.
- Designing and Implementing Monitoring and Evaluation Systems.
- Database Management and Design.
- Mobile Data Collection Tools Management and Design.
- Good sense of personal initiative, problem-solving skills, teamwork, creativity, and innovation.
- Demonstrated ability to work under pressure and meet tight deadlines.
- Good analytical, communications, facilitation and presentation skills.
- Good team player and ability to build and maintain collaborative relationships with colleagues.
- Very good English command in reading, writing, and speaking.
- Sensitive to religious, cultural, and gender issues in the Syrian context
- Male applicant should have finished their military service, exempted, or postponed for one year at least.
