Responsibilities
The WASH Coordinator will be responsible for HEKS/EPER projects in Aleppo, Lattakia and Hama the work will include continuously moving between these governorates in addition to visits to the main office in Damascus.
the responsibilities include:
Program quality and Strategy
- Provide advice, technical support and leadership to the WASH team in line with international best WASH practices, HEKS/EPER policy and donor guidelines.
- With the support of the WASH technical unit at headquarters, develop the key technical tools of the program.
- Make frequent field visits to provide technical support to the field teams and propose reinforcement plans resulting from discussions with field staff.
- Identify opportunities for program expansion taking into account the scale of needs and gaps, as well as the internal capacity of the HEKS/EPER to respond adequately.
- Participate in proposal development process (both narrative and budget) in the event of new projects, in line with the Country strategy.
- Prepare implementation/progress reports, and provide quality assurance to all documents produced by the department including but not limited to BOQ, BOC, contracts, drawings, etc..

Supervision and development of staff
- Maintain open and professional relationships with team members, fostering a strong team spirit and providing supervision and guidance to enable staff to carry out their duties successfully.
- Supervise the WASH team to ensure effective planning, quality implementation and regular monitoring of all activities, as well as their in-depth understanding of the expected results of the program;
- Take overall responsibility for staff timesheets, work plans, vacation schedules and staff training / development activities.
Grant monitoring and project cycle management:
- Ensure spending is appropriate and on time for grants to meet program objectives by developing and maintaining Work Plans, Spending Plans and Procurement Plans.
- Work closely and coordinate with logistics, finance and M&E, and grant staff to ensure program activities.
- Ensure the contribution to internal and external documents of HEKS/EPER, for everything concerning the WASH sector.
- Ensure compliance with donor rules including visibility in the implementation of projects (with the support of the Grants unit).
Monitoring, Evaluation and Reporting:
- In collaboration with the quality Manager, propose a monitoring and evaluation plan for Wash activities facilitating the analysis of data for the indicators.
- Prepare and submit donor reports on time, including success stories
- Ensure that gender, protection and environmental impact are integrated into all deliverables under its direct responsibility.
Coordination & Representation
- Maintain a close relationship and continuous dialogue with the water authorities as part of the implementation of our projects.
- Represent HEKS/EPER in WASH and Shelter clusters, as well as the relevant technical working groups as required.
Safety, access, and Security
- Coordinate with Safety and Liaison to ensure security, access, and proper coordination with local authorities.


Qualifications
1.Trainings / background

University degree in water and sanitation engineering, hydraulics, electro-mechanical, mechanical or relevant technical WASH specialization. Master’s degree preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.


2.Professional experience
Typically, 5-9 years of relevant progressive experience with at least 5 years of work experience with designing and implementing water and sanitation systems, including 3 years in a humanitarian setting; or equivalent combination of education and experience;
Prior experience and an excellent understanding of working in partnership with local authorities and technical water services.
Demonstrated experience in budget development and programs design, implementation & evaluation.
Knowledge and proven working experience within big water supply infrastructure or hydrology projects is an asset.
Good aptitude in context analysis.

3.Knowledge and skills
English/Arabic: Fluent (spoken/written) mandatory.
Able to plan, prioritize and manage multiple tasks under pressure and deliver tangible benefits to a team.
Proficient user of MS Office (including Word, Excel, Outlook, PowerPoint, Power BI) and AutoCAD, GIS is a plus
Proficient in the use of hydraulic modeling software is an asset.

4.PERSONAL SKILLS
Ability to work in a structured manner and independently with limited oversight.
Excellent data analysis and report-writing skills.
Excellent negotiation and communication skills.
Strong commitment to humanitarian principles
