Responsibilities
II. Context
UNDP in Syria plays a leadership role in strengthening the resilience of the most affected communities by seeking to reduce poverty and inequality, improve local governance capacities, address environmental and energy barriers impeding recovery, and ensure the empowerment of women and girls in all these areas. The aim is to strengthen community resilience with a focus on local communities.
Within this context, the local governance and service delivery component of the Country Programme seeks to reduce the lack of basic services provided and spaces for community participation in the local governance process, which is one of the fundamental foundations for peace and long-term development, in addition to UNDP’s encouragement for local governance to be more inclusive, responsive and representative, and for local administrative units to provide more equitable, effective and gender-sensitive basic services that would enhance the resilience of the most vulnerable people in local communities. The programme also aims to support greater representation and participation of the community, particularly women, in local planning processes. This provides opportunities and mechanisms for citizen participation in local decision-making and prioritization.
III. Objectives of the Assignment
The Project Technician will be recruited, through a third-party contract, to support the implementation of UNDP's Social Cohesion and Local Governance activities in the field. The project technician will be in direct contact with beneficiaries and stakeholders to achieve the project's outcome, which is to enhance community participation and improve horizontal and vertical coordination links across various societal and governmental levels.
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
Cooperate fully with the field office and local governance team of the United Nations Development Program, providing technical, administrative, and executive support for project activities and ensuring logistical arrangements.
Represent the project to strengthen communication and build professional relationships with local authorities. Conduct field visits to assess the current situation, explore potential, and identify means of support for local governance.
Ensure that logistical tasks and procurement are implemented within the specified timeframe.
Manage the archiving process of all relevant reports, activity outputs, and documents. Extract and organize them according to approved templates for inputs to the recovery plan design stage and data collection, and dialogue sessions. The local governance team in the United Nations Development Program and the field office can provide support with this.
Organize offers and purchases, oversee the timely completion of the procurement process, and arrange for the delivery of goods and services according to the activity schedule.
Manage the daily implementation of the project and coordinate project outcomes comprehensively.
In collaboration with the project officer, prepare the monthly payroll list, budget status reports, and monthly and quarterly financial progress reports.

In coordination with the field office of the United Nations Development Program, maintain a comprehensive record of invoices and receipts.
Keep a detailed record of project activities, including attendance, complaints, issues faced, results, achievements, project deliveries, documents, files, equipment, and materials.
Ensure appropriate professional relationships with relevant national and international partner agencies and related developmental programs/projects.
Ensure appropriate professional relationships with community leaders, local non-governmental organizations, and other community-based organizations (such as women's associations and youth groups).
Establish and maintain key relationships with the field office of the United Nations Development Program, serving as a central focal point to ensure transparent, prompt, and efficient management of all project-related programming, financial, and administrative matters, in line with the rules and regulations of the United Nations Development Program.
Verify all project requests, administrative and logistical support, and other forms of assistance, direct them, and report all security-related incidents and issues of public concern to the field office of the Unite

Bachelor's degree in in a relevant field, such as public administration, development studies, law, or political science. Degree master is preferred.
Minimum 5 years relevant experience in field of community engagement, experience working in local governance, either in government, civil society, or the private sector.
Strong analytical and research skills.
Excellent communication and interpersonal skills.
Ability to work independently and as part of a team.
Professional level in Arabic language skills, English is a plus.
Experience with project management and budgeting.
Knowledge of local governance laws and regulations.
Experience working with a variety of stakeholders, including government officials, community leaders, and civil society organizations.
Experience with data collection and analysis.
Experience with writing reports and articles.


Qualifications
Bachelor's degree in in a relevant field, such as public administration, development studies, law, or political science. Degree master is preferred
