Responsibilities
1. Fundraising and Donor Liaison
• Build up and nurture a network with co-workers, organizations and institutions towards establishing long term partnerships for public funding projects
• Identify institutional partnership opportunities at the national local level (from bilateral, multilateral, international organizations and embassies and foundations)
• Coordinate with the program team to conduct assessments and feasibility studies that inform program design. Conduct background research relevant for designing projects.
• Coordinate the writing of program proposals and be the link between program, finance and submit this to potential institutional donors.
• Ensure regular communication with the SOS international and regional offices
• Coordinate, monitor and assess the quality of donor reporting making sure that donor requirements are met during the project implementation phase.
• Prepare and submit IPD monthly updates to management and quarterly reports to the regional office.
• Involve in all stages of public funding project management (preparation, monitoring and evaluation) including the application process.
• Follow up current grant-implementations in terms of monitoring and evaluation
• Set up a national public funding database

2. Donor Contract Management
• Responsible for Donor Contract Management (DCM) of all institutional (restricted) grants (National or International), including contract preparation, development of consortium agreements, compliance with donor requirements, submission of reports.
• Develop and maintain a mechanism for management of institutional contracts.
• Ensure all funding files, (electronic, system and paper) are complete and kept up to date.
• Undertake routine donor contract administration for country programs including maintenance of records on donor contracts in the NA
• Establish a close working relationship with the Finance Department and provide advice to ensure synergy in donor budgeting, contract management and reporting.

3.Strategy, Capacity Building
• Develop and implement an institutional fundraising and partnership strategy in line with the needs of the NA and ensure this is infused within the national plans.
• Plan, implement and monitor National Advocacy strategies, plans, projects and lead and coordinate child rights advocacy and related partnership activities
• Review and implement the recommendations of the donor market survey
• Train and support relevant staff in Project Cycle Management and Logical Framework Approach.
• Identify capacity building needs of the MA programme team in advocacy and funding policies donor relations, reporting, contract management, etc.

4. Partnership Development and Advocacy
• Supports Director, NPDD, CVPDs and programme in the location in building strong links and cooperation with national government and local authorities, as well as other stakeholders to enhance programme development.
• Supervise the representation of the NA in sector level meetings (development and humanitarian/emergency) and other networking forums and use this to advocacy and develop funding partnerships.
• Represents the Association when appropriate at main national/international conferences, working groups and other relevant fora.
• Establish and maintain regular contact with donors by organizing donor roundtables, face to face meetings, attending donor forums etc.
• Negotiate collaboration with partner institutions and government departments in support of NA subject to approval from the National director
• Join relevant networks, forums, platforms, campaigns, working groups and advocate on behalf of the organization for the promotion and protection of children’s rights, that are of great importance for creating networks in the public funding sphere
• Monitor and analyze trends and developments of the national childcare legislation and practice which might affect the work of the NA and contribute to the development of appropriate advocacy actions.
• Contribute to the development of strategic goals, targets, actions and budgets for the advocacy work of the MA, and include the main advocacy activities and projects in the MA National Plan
• Participate in regional IPD and advocacy networking and training forums.
• Ensure development and implementation of National Association's relevant and robust advocacy work (Define the advocacy priorities of the National Association, propose strategic goals, targets and actions in the area of advocacy in MA plans and strategies, undertake assessments, gap analysis, monitoring and evaluation) at national, regional and local levels in Syria.
• Ensure a regular, uninterrupted flow of information on child rights/child protection issues in the country as well as the related policy within the child welfare systems to the MA leadership and focal point(s) in IOR EUCM.
• Provide feedback in the process of elaboration of SOS CVI documents (policies, guidelines) and adjust them to the specifics of the country.

** Child Safeguarding (CS)
• Child protection is everyone's responsibility
• Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
• Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager.

Qualifications
 Bachelor’s degree in field of development/social sciences (Sociology, Development studies, management, Economics or related field).
 A Higher Degree in a related field (master’s will be an asset).
 3-5 years’ extensive experience in planning, securing and managing funds from institutional donors as well as a thorough understanding of development programming.
 Demonstrate evidence of medium/large proposals developed.
 At least 3-5 years verified experience and results in the field of public funding, especially within the international NGOs and other non-profit organizations.
 Humanitarian project proposal writing skills, including project log frame, work plan, justification &help...etc.


Specific Vacancy Requirements
- Specific experience and knowledge of grant requirements (USAID, EU, UN&;hellip;) and training experience
- A thorough understanding of Project Cycle Management, training approaches is required.
- Good at relationship building with different levels of the organization.
- Work effectively with others in a team situation to achieve fundraising targets.
- Able to work with or within a virtual team.
- Conveys written information in well-organized, accurate and concise manner that can be easily understood by others (e.g. target group).
- Leadership, and innovation, flexible, self-drive and have the ability to work very fast and under strict deadlines.
- Excellent interpersonal, networking and communication skills with the ability to represent SOS in donor forums, develop partnerships with other NGOs.
- Take responsibility for the decision regarding IPD matters.
- Experience with negotiations and management of partners and service providers.
- Excellent skills in proposal and report writing.
- Highly proficient in MS Word, Excel, Access, Power-point and the use of Internet for research.
