Responsibilities
II. Context
Unrest in the Syrian Arab Republic has been ongoing since March 2011 and has deteriorated ever since. Syrians are increasingly deprived of access to basic services due to the level of physical and infrastructural destruction left behind by the hostilities or competition on scarce resources, also because of massive internal displacement. Inside Syria, over 13.1 million Syrians are in urgent need of humanitarian assistance. Four out of five people live in poverty. Without security, jobs, basic services and infrastructure, the living conditions of Syrians and their livelihoods prospects have significantly eroded, severely increasing their vulnerability, and undermining their ability to cope with the consequences of the crisis.
On 06 February 2023, multiple earthquake hit Syria. Several governorates in the north, central, and western parts of Syria namely Aleppo, Hama, Idleb, Lattakia, and Tartous were heavily affected. Further exacerbated the humanitarian and recovery challenges accumulated over a decade long conflict, resulting in at least 20% more being added or pushed to higher severity levels to the pre-earthquake 15.3 Persons in Need (PiN). This crisis within a crisis had a devastating effect on the already constrained lives, livelihoods and access to essential services for the affected population and consequently added new tensions to the social fabric.
It is critical to launch a commensurate recovery response, that focuses on stabilizing all affected communities and on re-establishing their access to essential public services and sustainable, safe, and dignified livelihoods.
will seek to generate income through strengthen agricultural sector in Latakia affected rural areas with focusing on equitable and sustainable use of water resources.
III. Objectives of the Assignment
Manage and coordinate project activities, from substantive, administrative and financial points of view.
Manage day-to-day project implementation and overall coordination of project outcomes.
Ensure supervision of the Project personnel and ensure effective communication and coordination between the Project staff and the UNDP field office.
Provide direction and leadership in advocating project objectives and in ensuring that all interested parties are well informed about the project activities and goals.
Identify any support and advice required for the management, planning and control of the Project.
Ensure timely preparation and compilation of the Project Work Plans and Progress/Final substantial and financial reports and its submission to UNDP Office as appropriate.
Prepare reports for the UNDP field office on key project activities, issues and required action points.
Ensure the quality of outputs and results.
Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives.
ensure accuracy and reliability of financial reports.
Ensure efficient HR management, conduct regular performance appraisal exercises for Project staff.
Represent the Project to build professional relationships with local, district and regional authorities in order to ensure the full participation of a broad spectrum of national leadership.
Ensure proper professional relationships with relevant national and international partner agencies, relevant developing programmes/projects.
Ensure proper professional relationships with community leaders, local NGOs and other Community Based Organizations (as Women associations, Youth associations, etc).
Establish and maintain relationships and act as the key focal point with UNDP field office to ensure that all programming, financial and administrative matters related to the Project are transparently, expediently and effectively managed, in line with established UNDP Rules and Regulations.
Verify and channel all requests for Project, administrative, logistical and other support and report all incidents related to security and issues of general concern to UNDP field office.
Manage the transfer of Project deliverables, documents, files, equipment and materials as per the standards UNDP procedures.
Perform other duties that may be required by UNDP field office.
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
The project coordinator will operate under the overall direction of the Area Manager - Area Associate. He/she is responsible for the implementation of the project, as stipulated in the programme support document, and as assigned to him/her by his/her supervisor.
V. Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)

Previous experience in working with institutions of the civil society and local public organizations, and with UN system, especially with UNDP is an asset..
Functional/Technical Competencies: Computer skills is a prerequisite
