Responsibilities
Safety and security system management (strategic and technical support)
• Develop and maintain a security management system at hub level, which includes the local security management plan (LSMP) as well as related SOPs. Lead continuous update of security measures in line with Oxfam mandatory policies and standards
• Support to the Area Manager and other senior staff during safety/security incidents and be the focal point with relevant local authorities
• Support the hub team in the gathering of reliable security and context-related information to design projects and effective implementation.
• Identifying the security learning/training and development needs of staff in coordination with the Area Manager and the Safety and Security Coordinator to empower the hub workforce.
• Provide safety/security briefing covering the SOPs to the hub team including volunteers and site engineers on a regular basis
• Support the day-to-day implementation of Standard Operating Procedures
• Act as security focal point for Oxfam internal safety/security incident report at hub level
• Monitor the implementation of safety and security SOPs at the office and at field activities including for COVID19 or their health problems, update regularly the Area Manager and suggest solutions to overcome challenges
• Contribute to the hub operational planning on a regular basis in coordination with the hub team
• Support team to conduct a security risk assessment and needs assessment in new accessible locations

Trend analysis, coordination, and Representation
• Support the development and maintenance of comprehensive context analysis and risk assessment. Maintain contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure the gathering of reliable security information.
• Support to conflict sensitivity analysis to improve and maintain the access and safe programming.
• Attend relevant security / safety management meetings; namely the INGO security forum but also any other information sharing sessions within the humanitarian and UN network
• Undertake regular and ad hoc field security assessment missions as necessary, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention
• Support area manager to lease external relationships and share new developments and trends to place necessary measures.

Awareness and capacity building
• Support hub management in identifying the security learning and development needs of staff, coordinating and/or delivering training if needed
• Ensure that all staff and visitors receive appropriate security briefing on arrival
• Immediately following any security incident (‘lessons learned session’) and provide security update during team meetings
• Ensure that the briefings, security management plan and SoPs are updated regularly and contain relevant security information with appropriate security level at country and program location level
• Ensure that an appropriate system is in place to provide security information to visitors in advance of their arrival in line with the country office standards
• Ensure all drivers are aware of the relevant aspect of the security management plan (e.g. car tracking system etc) with regards to movements and driving in Syria. Ensure driver briefings are conducted with specific regards to safety and security for all new drivers, and refresher sessions for all drivers at regular intervals or following a security incident
• Conduct drills and testing to equip contingency and preparedness plan on safety and security aspects.
• Ensure MEDVAC and contingency plan and equipment are intact at hub level
Team management

• Support that Oxfam Syria Human Resources policies are correctly implemented.
• Ensure effective deployment and management of S&S team members.
• In coordination with Oxfam HR department and area manager, hire support staff required for S&S department.
• Work together with the field team and matrix manager to ensure necessary S&S support
• Perform performance appraisal of staff directly supervised according to Oxfam standards.
• Remain a proactive member of the hub management team to be a champion of safeguarding and feminist principle.
• Work together with support team to ensure necessary logistics for safety and security
Reporting and communication
• Report any incident that must be brought to Oxfam's attention (e.g. security, accountability, safeguarding, code of conduct, external interference).
• Share media concerns or any complaints linked to Oxfam and the program for damage control and reputational risk management.
• Remain the focal point of the hub on coordinating with external stakeholders as assigned by the area manager.
• Recommend security levels and write a short monthly security situation report
• Regularly attends hub management meetings or other platforms to ensure S&S agendas are rightly discussed and followed.
• Work together with the matrix manager to ensure technical support and flow of communication.

Qualifications
•Minimum Bachelor’s degree
•Practical experience (minimum three years) of security assessment, planning and implementation of procedures, ideally in the context of UN or NGO humanitarian operations
•1 year of field experience
•Experience in team management
•Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances
•Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
•Ability to advice and support field staff in a consultative manner
