Responsibilities
Road to Resilience: Making Rural Agricultural Communities in Syria more viable (RRMACS) aims to enhance the resilience of rural communities, with a particular focus on women and youth in six target governorates: Hama, Homs, Aleppo, Rural Damascus, Tartus, and Sweida. This will be achieved through (i) engaging the small-holder farmers in Farmers Groups and enhancing the cooperative actions, (ii ) strengthening strategic agriculture, horticulture, and livestock value chains (iii) increasing access to agriculture business services and financing.
The Explosive Ordnance Risk Education (EORE) Officer is responsible for coordinating and implementing EORE activities in the field as part of the Road to Resilience project. This role involves conducting community-based risk education sessions (EORE Sessions), conducting UN-exploded ordnance (UXO) risk
assessments, preparing detailed EORE reports, and building the capacity of project staff, local stakeholders, and community members/farmers/CIGs. The EORE Officer will ensure that the community and project staff and farmers/CIGs are fully informed and equipped to minimize the risks posed by explosive remnants of war (ERW) and unexploded ordnance (UXO). The incumbent shall work with close coordination and cooperation with the Security Manager and report directly to the Project Manager.
ROLES AND RESPONSIBILITIES:
➢ Community Risk Education Sessions (EORE):
- Design, plan, and conduct EORE sessions within target communities to raise awareness of the risks posed by ERW/UXO.
- Develop and deliver EORE educational materials and training modules tailored to different audiences, including at-risk groups (e.g., children, survivors, and vulnerable populations).
- Utilize community-based approaches and participatory methods to maximize the impact and engagement of community members.
- Lead and facilitate discussions to enhance community understanding of safe behaviors and the identification of unexploded ordnance.
➢ UN-Explosive Ordnance Risk Assessment:
- Conduct detailed risk assessments in high-risk areas affected by unexploded ordnance (UXO) and explosive remnants of war (ERW). (Using the KfW EORE form/checklist).
- Collect data through surveys, interviews, and community consultations to assess the extent of contamination and the level of risk to local populations.
➢ Provide recommendations for targeted EORE interventions based on risk assessments.
- Contribute to the preparation of risk analysis reports, including a prioritized action plan for EORE activities in each assessed area.
➢ Reporting and Documentation of EORE Activities:
- Prepare regular EORE session reports, assessment reports, progress updates, and incident/accident reports as required.
- Document and analyze the effectiveness of EORE interventions and make recommendations for improvements.
- Ensure that all relevant data, including risk assessments and incident reports, are accurately recorded and stored according to project guidelines and international standards.
➢ Capacity Building of AKF Staff and Key Stakeholders:
- Develop and deliver capacity-building activities for project staff and key local stakeholders (e.g., local government officials, community leaders, and other humanitarian actors).
- Provide technical advice and guidance on best practices for integrating EORE into community development and other relevant programs.
- Support the development and implementation of community-based EORE strategies that involve local stakeholders in the planning and implementation of risk education activities.
- Organize and facilitate training workshops, seminars, and awareness campaigns on EORE across the six program governorates.
➢ Coordination and Collaboration with Key Stakeholders:
- Coordinate with other humanitarian actors, UNMAS, local authorities, and other stakeholders involved in mine action and EORE activities.
- Work closely with the program team to ensure the integration of EORE into broader community resilience and development efforts of AKF Syria.
- Maintain effective communication with local communities, ensuring that feedback and concerns are addressed on time.
➢ Compliance and Safety:
- Adhere to all relevant safety procedures and standards when conducting risk assessments, community activities, and reporting.
- Ensure that EORE activities comply with national regulations and international mine action standards (IMAS).

Qualifications
- The applicant must have a university degree in a relevant field, and professional qualifications in mine action/ risk education/disaster management would be an asset.
- Minimum of 2 years of experience in implementing Explosive Ordnance Risk Education (EORE) or a related field, preferably in conflict-affected or post-conflict environments.
- Proven experience in community mobilization, training, and capacity building.
- Experience in conducting risk assessments, including working with vulnerable populations.
- Familiarity with the UN's mine action standards (IMAS) and best practices in EORE programming.
- Strong understanding of explosive ordnance risk and its impact on communities.
- Excellent communication and facilitation skills, with the ability to work with diverse groups.
- Ability to prepare clear and concise reports and assessments.
- Experience in using participatory approaches for community education and engagement.
- Strong coordination skills with project staff and key stakeholders.
- Ability to work under pressure and in challenging environments.
- Ability to work independently and as part of a team.
- Strong verbal and written communication skills in both English and Arabic
