Responsibilities
Planning
• Plan on weekly/monthly basis monitoring visits and technical development activities, in line with the detailed workplans developed by the (Project Coordinators) PCs and MEAL team for each project.
• Assist the PM (Project Managers) and/or the PC (Project Coordinators) in the development of detailed general project workplans on technical aspects upon request.
• Provide technical feedback to the PC on the development of the general/weekly/monthly workplans to be implemented by the field teams where relevant, in line with the general workplan of the project approved in coordination with the PM.
Project/Technical Development
• Take the lead on the coordination with stakeholders, identification of project activities, conduction of needs/technical assessments, development of BoQs, and writing project activities in line with mission’s strategy and technical sectoral standards.
• Ensure the integration of activities in each governorate among different projects under the sectoral program of specialty.
• Develop standardized technical project design/management/implementation/reporting tools in coordination with the HoP, Technical/Sector Project Manager, and Sectoral Global Experts.
• Support in the development of sectoral specific guidelines and SoPs in line with WWGVC’s global guideline. Details on this objective will be further elaborated with each individual TC.
• Participate in the development of WWGVC Syria mission strategy.
Projects Technical Monitoring
• Develop new detailed BoQs and technical assessment, and/or approve project specific detailed BoQs of ongoing projects and obtain approval from the stakeholders (Water Boards/Directorates of Education/SARC etc.) accordingly.
• Ensure the technical design of the activity is in compliance with the project objectives through clear and justified technical assessments.
• Support the PCs and PMs in finding solutions to technical challenges faced, or on any other request, during the implementation of the activities.
• Support in the planning, coordination, and conduction of internal field monitoring missions and/or donor missions.
• Support PCs in the development of handover and completion certificates upon request, and in coordination with local stakeholders upon request.
• Ensure the integration of activities in each governorate among different projects under the sectoral program of specialty.
• Monitor, in coordination with the field MEAL officers, the Accountability to the Affected Population while conducting field visits.
Reporting:
• Develop and share regular weekly/monthly reports.
• Compile regular/activity-specific monitoring visits reports with recommendations and share them with the respective PC and PM .
• Support the HoP/PMs in the reporting of periodic project donor reports upon request.
• Report on the coordination meetings conducted internally or with external stakeholders.
Procurement and Logistics Management:
• Participate in tender/quotations evaluation upon request.
• Support in the assurance of supplies/works/services provided in terms of quality in coordination with the PCs and PMs upon request.
Financial Management:
• Support the PMs and PCs in the development of financial forecasts based on technical components of activities upon request.
Coordination:
• Attend and actively participate in all sector coordination meetings (subnational, and upon request the national ones) related to the TC sectoral specialty.
• Take the lead on the sector 4Ws reporting in collaboration with the PCs.
• Represent the organization and its sectoral response strategy externally in coordination meetings.
• Attend and actively participate in regular weekly meetings conducted by the Local Coordinator.
• Participate in the recruitment and performance evaluation of field Officers where relevant.
• Conduct field sectoral induction of the newly recruited project field/technical staff.
HR Management
• Ensure abiding by the local operating manual, code of conduct, and other guidelines (PSEAH, Protection, etc.)
• Propose and manage capacity building plans of the project technical teams.
• The Technical Coordinator is expected to fill the role of the Project Coordinator for their relevant sectors for specific projects in the absence of the Project Coordinator.
Perform any other tasks assigned by the supervisor as required and related to the nature of work.


Qualifications
- University Degree (Bachelor and/or Master) in Agriculture, Agronomy, Economics, Food Processing or other relevant field.
- Proven experience in working with local/national partners, Ministries, experience in implementing ERL and FSA interventions and capacity building for partners.
- Previous experience in the humanitarian field (at least 2 years) in a Coordinator Level.
-Solid project cycle management knowledge is preferred.
- Proven experience in writing technical SoPs and Guidelines, as well as proposal writing and strategic planning.
- Good experience in reporting.
- Experience in relevant IT systems: Microsoft Office, Spreadsheets, and databases.
- Excellent level in English
