. Identifies risks and opportunities related to the ICRC’s objectives in the context, at delegation and department level and for key process risks,
prioritizes them and advises on appropriate mitigation measures.
. Provides technical expertise and recommendations to risk owners to implement risk responses in compliance with operational policies, tools,
methodologies, procedures, processes, and control activities.
. Designs/strengthens systems for monitoring ICRC program activities and provides assurance to the management on the effective risk
management practices in program delivery.
. Ensures proper controls are integrated in delegation’s processes including program planning, implementation, and monitoring and in
partnership agreements, and that clear plans for monitoring of implementation and follow up is in place.
. Conducts field visits to program sites to understand the context and assess effectiveness of risk mitigation measures and advises the delegation
for the improvement of risk management practices and controls.
. Challenges the effectiveness of risk management practices and recommends improvements where necessary.
. Support decision-making practices by the management and documents best practices and maintain a repository of recommendations made.
. Conducts learning and communication activities with managers and staff to equip them in their responsibilities to identify and manage key risks
and implement effective control measures and collaborate with partners on risk management initiatives.
. Provides risk information and analysis to the delegation’s management and contributes to institutional reporting on risk and assurance activities
and supports with the escalation of significant risks.

. University degree in Business, Law and Administration or other relevant degree.
. Certification in risk and compliance management (e.g., Enterprise Risk Management Certification, Certified Public Accountant (CPA), Certified
Internal Auditor (CIA), etc.) or equivalent ground experience.
. 10-12 years' relevant professional experience in risk management, compliance, accountability or monitoring and evaluation within humanitarian
operations.
. Minimum 5 years’ experience working with international humanitarian organizations in Syria or similar context.
. Excellent command of English.
. People management or supervisory experience.
. Certification in risk and compliance management (e.g., Enterprise Risk Management Certification, Certified Public Accountant (CPA), Certified
Internal Auditor (CIA), etc.) or equivalent ground experience.
. 10-12 years' relevant professional experience in risk management, compliance, accountability or monitoring and evaluation within humanitarian

Permanently present in Syria since 1967, the ICRC is a neutral, impartial, and independent organization with an exclusively humanitarian mission. The ICRC works closely with and supports the Syrian Arab Red Crescent (SARC) to meet food, water, and health needs of people affected by the fighting in both emergencies and to help them start rebuilding their lives. They work together to raise awareness about risks from mines and other explosive remnants. The ICRC works to restore links between families who have been separated by the conflict and migration, visits a number of prisons, promotes respect for international humanitarian law. The ICRC also provides advice and support to local authorities and forensics practitioners in managing human remains with respect and dignity. The ICRC's operation in Syria is its largest in the world, with over 650 staff working in its offices in Damascus, Aleppo, Hama, Hassakeh, Homs, and Tartous.
