Responsibilities
The Aga Khan Foundation in Syria seeks to employ a Construction Officer-Planning and Building Program for its office in Salamieh.
The Construction Officer is responsible for supporting the engineering team and the Project Manager in the work team follow-up and all related activities. The incumbent will report directly to the Program Manager.
- Oversee and supervise all aspects of construction projects (school rehabilitation, structure mitigation, health facility rehabilitation, building rehabilitation.) from inception to completion, ensuring alignment with project objectives, timelines, and budgets.
- Coordinate and oversee all activities related to the construction project ensuring alignment with the overall program objectives.
- Serve as the focal point for all shelter-related activities within the organization and with the shelter sectors in the other INGOs & NGOs.
- Participate in developing comprehensive project plans for the mentioned projects including work breakdown structures, and budgets in collaboration with the line manager and related project staff and related stakeholders.
- Monitor project implementation, ensuring adherence to established timelines and budgets, and provide regular progress updates.
- Coordinate with the project staff and service providers and communicate with all partners and stakeholders to ensure effective project implementation.
- Identify potential risks and challenges in project implementation, and propose mitigation measures in consultation with the Program Manager.
- Monitor construction project progress, identify bottlenecks, and implement corrective measures as necessary.
- Ensure strict adherence to AKDN policies, guidelines, and industry standards in all project activities.
- Supervise the project staff providing technical guidance, and supporting capacity-building initiatives.
- Prepare and submit regular monthly, quarterly and annual progress reports to internal and external stakeholders.
- Identify opportunities for innovation and improvement in construction project implementation.
- External representative of the organization in meetings, workshops, and conferences related to construction projects.
- Collaborate with other Project Coordinators and teams within AKF to ensure synergy, share best practices, and foster coordination across programs.

Qualifications
- The applicant must have a Bachelor’s or Master’s degree in Civil Engineering, Construction, Environmental Engineering, or a related field). A Master's Degree is preferred.
- Three years of experience in project management, particularly in engineering-related fields, NGO experience is an asset.
- Strong communication, interpersonal, and time management skills.
- In-depth knowledge of construction sector best practices, project management methodologies, budgeting, financial management and stakeholder engagement.
- Proficiency in project management software applications.
- Cultural sensitivity and ability to work effectively in a multicultural environment.
- Strong command of English and Computer skills.
- Strong analytical skills in risk management, monitoring and evaluation and strategic planning.
- Demonstrated leadership, team motivation and conflict resolution skills.
- Three years of experience in project management, particularly in engineering-related fields, NGO experience is an asset.
