Responsibilities
Under the general supervision of the designated Chief Field Office and Education Programme Officer in [Aleppo], the Third-Party Facilitator will:
(1) Support the schools need assessment in Aleppo and Idleb – - including infrastructure and learning needs – and provide technical support to DoE teams along with inputs to the technical documents as required and guided by programme officer and the Head of DoE Planning Unit.
(2) Provide technical support and inputs for the development of service mapping tool and the data collection of education interventions conducted by ORGANIZATION and other education sector partner to ensure that DoE has a proper and effective supervision mechanism of education interventions.
(3) Support the improvement and completion of the education statistics and database that is currently used by DoE and ensure that it can be updated regularly and used effectively.
(4) Conduct regular field visits based on requests by the programme officer to provide technical oversight and guidance to programme partners and gather technical information that will help inform ongoing programme development and implementation.
(5) Assist in conducting and organizing training workshops and orientation sessions for DoE personnel on education data management, progamme planning, reporting, and digital transformation as relevant and needed.
(6) Provide technical support and assistance to DoE teams on the development of short, medium, and long term response plans, aligned to the identified needed, guided by the ORGANIZATION programme officer and in consultation with the Director of Education and the Head of DoE Planning Unit.
(7) Assist in the implementation of DoE’s warehouse management system and the transformation from paper-based to digital-based warehouse and supplies tracking and management systems.
(8) Produce weekly/biweekly reports and submit the programme officer on the progress of the above-mentioned interventions and tasks, supported with lessons learned and recommendations for quality improvement and further development.

(9) Any other tasks assigned by the supervisor.


Qualifications
EDUCATION:

• University degree in a field related to the scope of work.

WORK EXPERIENCE:


• At least two years of progressively responsible relevant work experience in emergency, project/programme management, monitoring and reporting;
• Experience in education planning and management within the system of the Syrian ministry of education / directorate of education.
• Experience in specific ORGANIZATION education programmes and experience in collecting and compiling quantitative and qualitative data is an asset.
• Experience working in a humanitarian context and transitioning to development
• Experience working with UN or NGO programmes/projects is an asset.

LANGUAGES:

• Fluency in Arabic and Proficiency in English.

• Excellent analytical skills, including the ability to analyse diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
• Very good report writing skills.
• Capacity to work in an emergency context under stressful conditions and strict deadlines.
• Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of implementing partners and counterparts at different levels.
• Good computer skills, including experience with various software applications.


The successful candidate will cover both Aleppo and Idlib Governorates
