Responsibilities
1. Financial Reporting & Donor Compliance
• Support the Head of Support Services in preparing accurate and timely financial reports in compliance with donor requirements and ensure all financial reports meet the guidelines set by donors (e.g., ECHO, AICS, UN, etc.).
• Update and oversight periodically the budgets (FFU) and ensure the lists of financial transactions are correct and validated.
• Support the Head of Support Services in preparing financial progress reports (FFU), highlighting key financial insights and any risks to Budget Holders (PMs), Head of Program, and Country Director.
2. Budgeting & Forecasting
• Support the Head of Support Services in preparing budget forecasts for support costs (Finance and HR), in collaboration with HR staff, ensuring projections are in line with both programmatic needs and donor requirements.
• Assist in the preparation and consolidation of Projects and Country-level budgets, together with budget amendments as needed.
3. Supervision & Coordination
• Supervise the Finance Officer and Finance Assistant, providing day-to-day guidance and ensuring tasks are executed accurately and efficiently.
• Ensure proper coordination between the Head of Support Services and the finance team to facilitate seamless financial operations and communication.
• Oversee the day-to-day financial tasks to ensure smooth functioning of WW-GVC offices.
4. Cash Flow, Treasury & Bank Account Management
• Supervise the correct management of WW-GVC cash and bank accounts, ensuring adherence to WW-GVC’s financial management manual and SOPs.
• Ensure timely and accurate reconciliation of all cash and bank accounts and manage the correct usage of WW-GVC payment tools.
• Monitor cash flow and maintain liquidity, ensuring funds are available for project activities.
• Maintain and manage relationships with banks, transfer companies, and other financial institutions to ensure efficient financial operations.
5. Financial Control Systems
• Support the Head of Support Services and the Regional Finance Manager in developing, reviewing and implementing strong financial procedures and control systems in line with WW-GVC guidelines to ensure transparency and accountability.
• Ensure that all expenditures are properly recorded and timely uploaded into the WW-GVC financial system (NP Square).
• Supervise and organize financial/administrative documentation in accordance with both WW-GVC and donor procedures.
6. Compliance & Audit
• Coordinate with external auditors for audits, tax declarations, and other financial reviews as required, ensuring timely submission of reports.
• Ensure compliance with WW-GVC policies, national laws, and donor requirements related to taxes, financial reporting, and accounting.
• Review the financial aspects of tenders and contracts, ensuring adherence to procurement policies and donor regulations.
7. Procurement & Logistics
• Liaise, in coordination with the Head of Support Services, with the Procurement and Logistics Team to review the correct implementation of procurement procedures and templates before payments are released.
• Assist the Head of Support Services in overseeing the financial aspects of tenders, ensuring that financial guidelines are followed, and donor requirements are respected.
8. Donor Relations & Advisory
• Advise Budget Holders on donor financial procedures and allocations, ensuring effective fund utilization within program activities.
• Provide guidance on donor budget flexibility and financial regulations during project implementation.
Perform any other tasks assigned by the supervisor as required and related to the nature of work.

Qualifications
Qualifications and Knowledge
• Master or equivalent in Economy science / Business Administration
• Deep understanding of the context
• Fluency in English and Arabic is essential
Professional experience
• At least 3 years in the Finance sector with 1 year in similar positions in a comparable context
• At least 3 years in the humanitarian sector
• Extensive experience in Finance / Internal Audit management and procedures
