Responsibilities
•Assist in monitoring programme management budgets, and bring to the attention of Hub finance officer (D1) and area manager any significant variances
•Revise, audit, and process all the payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorization and insuring that all supporting documents are appropriately filed.
• Ensure that request and purchase orders comply with the donor’s regulations and Oxfam’s procedures.
• Support and coordinate with other departments in order to participate in tender and RFQ process and ensure donor and Oxfam procedures are followed.
•Upload monthly accounts into PeopleSoft as per set up deadlines
•Prepare monthly accounts (Account reconciliation for the Hub) for submission to Regional Centre and ensure that they are properly authorised; print PeopleSoft reports.
•Updating balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts.
•Prepare information required by auditors.
•Assist the finance officer in preparing the yearly council budgets for the hub
•Ensure that Oxfam financial procedures are followed
•Coordinate with Logistics to ensure that fixed asset registers A, B, & C are regularly up to date
•Ensure all records are filed in an orderly and accessible manner
•Prepare Top-up requests for Syria Programme and cash-flow forecasts for the hub.
•General support to Finance Assistant

•University Degree in Finance or Accountancy qualifications.
•Minimum two years’ experience in Accounting, Finance with International Agencies or NGOs is favourable.
•Excellent knowledge of accounting and accuracy skills
•Excellent computer literacy skills of MS Excel and Word primarily
•Ability to operate in spoken and written English and Arabic
•Excellent follow-up skills.
•Self-motivated and takes initiative
•Proactive in anticipating problems
•Good communication and interpersonal skills
•Good planning skills to include flexibility and adaptability
•Good team player

Desirable
•Recommends, influences and implements improvements
•Previous experience of People soft database
•Able to coach other staff
