Responsibilities
The Disability and Rehabilitation Manager will be the technical reference point for the development of
disability-inclusive health programs in the field area of operation and will support the senior management in setting up strategic guidelines, standards, and programs in physical rehabilitation and will monitor the implementation of activities.

MAIN TASKS AND RESPONSIBILITIES:

1- Program Management
- Provide specialized technical guidance on the establishment and management of a specialized rehabilitation service and improving access to disability-friendly health facilities.
- Contribute to developing and implementing strategies, policies, standards, guidelines, and innovative approaches to support disability-inclusive health and rehabilitation activities in the field area of operation in accordance with international standards
- Provide technical support to relevant internal and external audiences.
- Support implementation of the rehabilitation activities in IMC in the field area of operation, monitor and assess program performance and evaluation, ensure alignment with health/institutional strategies and objectives, and report on results.
- Work closely with heads of respective health facilities and procurement department in finalizing the list of rehabilitation related equipment for procurement.
- Analyses the trends, risks, and needs of persons with physical disabilities, as well as monitors the emergence of new challenges and new practices.
- Ensure compliance with established standards and protocols in the rehabilitation field.
- Collaborate with project teams to develop effective strategies and interventions in the field of rehabilitation.
2- Quality Assurance
- Develop and implement a Quality Assurance and Improvement plan for all supported Disability and Rehabilitation facilities.
- Conduct regular supervisory visits to monitor adherence to IMC standards, treatment protocols, and national guidelines.
- Review patient files to ensure accurate documentation and quality of care.
- Organize and facilitate on-the-job training, mentorship, and refresher sessions on QA.
- Collaborate with M&E and AEP staff to analyze patient feedback and satisfaction data for continuous quality improvement.
- Ensure PTR staff use standard QA tools such as checklists, supervision tools, and SOPs in coordination with the PTR Coordinator.
- Track and follow up on action plans developed from QA visits and audits to ensure timely implementation of recommendations.

3- Administrative and Financial Responsibilities
- Ensure proper documentation for all contracts and payments for service providers in coordination with the Field Site Coordinator.
- Prepare expenditure projections for each project activity along with expected targets making sure to update them on a regular basis
- Review Budget vs. Actual expenditure for the health program at his/her respective area on a monthly basis with the Field Site Coordinator, and with finance team if needed.
- Provide recommendations and interventions to correct any identified deviations (related to compliance, over and under expenditure) that impact budget adherence

4- Staff Management & Capacity Building
- Develop daily and weekly work plans for the Disability and Rehabilitation team and ensure equitable task distribution based on program priorities.
- Monitor staff performance and provide regular, constructive feedback to team members.
- Lead the recruitment and onboarding of Disability and Rehabilitation field staff and oversee their annual performance evaluations.
- Plan and oversee capacity-building initiatives for the PTR team in coordination with technical and field staff.
- Identify training needs, design tailored training, and contribute to teaching/mentoring activities. Provide on-the-job training to concerned rehabilitation staff on the use of rehabilitation equipment

5- Coordination and Representation
- Maintain strong collaboration with the Field Site Coordinator, PTR Coordinator, and other sector leads.
- Represent IMC in coordination meetings, technical working groups, and with external stakeholders as delegated by the Field Site Coordinator.
- Liaise with UN agencies, NGOs, local authorities, and other stakeholders at the field level to ensure effective coordination of PTR services.

6- Reporting
- Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall PTR program activities in NWS to the Field Site Coordinator.

7- General
- Adhere to all of IMC’s policies and procedures, including Code of Conduct and Security SOPs

Qualifications
- Diploma in Physical Rehabilitation, physiotherapy or orthotist/prosthetist (Training in public health is a strong asset.)
- 10 years of professional experience with at least 7 years of humanitarian experience in conflict settings.
- Committed to the provision of disability-inclusive health service provision.
