Responsibilities
Support the PMR in ensuring the smooth, safe, and effective functioning of the medical activities within MSF-supported services at Nawa Hospital, with particular attention to quality of care, referral systems, emergency response, interdepartmental coordination, and co-management with the Department of Health (DOH).
Medical Program Oversight
• Support the PMR in monitoring, evaluating, and improving the implementation of medical activities in maternity, neonatal care, OT, sterilization, and referral systems.
• Ensure adherence to MSF protocols and national clinical guidelines, identifying gaps and proposing context adapted solutions.
• Ensure that emergency obstetric and neonatal care services meet quality standards and respond to the needs of the population, especially for high-risk cases.
Field Support & Supervision
• Conduct regular on-site visits to maternity, neonatal, OT, sterilization, and referral points to support clinical teams, MSF supervisors, and DOH co-managers in improving patient care and coordination.
• Provide on-the-ground coaching or technical support when needed, particularly during complex or critical cases.
Co-management & Stakeholder Collaboration
• Actively participate in the co-management system with DOH supervisors to ensure shared decision-making, mutual learning, and accountability.
• Foster good collaboration and joint problem-solving between MSF and DOH staff across all services.
• Support representation with local health authorities and stakeholders, acting on behalf of the PMR when delegated.
Referral Pathways & External Coordination
• Oversee and optimize internal and external referral systems, ensuring timely and appropriate transfers for maternal, neonatal, and surgical emergencies.
• Liaise with ambulance teams, referral facilities, and the ER to ensure a continuum of care.
Emergency Preparedness & MCI Response
• Act as focal point or support for Mass Casualty Incident (MCI) preparedness and response at the hospital level.
• Ensure that MCI protocols are known and practiced by medical staff, in collaboration with DOH and MSF supervisors.
Collaboration with Medical Support Services
• Collaborate closely with the IPC Supervisor to ensure implementation of infection prevention and control measures in all critical areas (maternity, OT, sterilization, neonatal).
• Support the Pharmacy Supervisor in international and local medical supply management, including order planning, consumption monitoring, and rational use of medications.
• Coordinate with the Logistics and WASH teams to ensure the medical departments have adequate support and resources (equipment, supplies, maintenance, etc.).
Medical HR Management
• Support the PMR in managing the medical team’s HR needs: recruitment, performance evaluations, capacity-building, mentoring, and leave planning.
• Support orientation for new medical staff and facilitate collaborative team dynamics between MSF and DOH colleagues.
Planning & Reporting
• Contribute to the annual planning, budget preparation, and donor reporting processes under the guidance of the PMR.
• Assist in the collection, analysis, and reporting of medical data to monitor trends and inform decision-making.
Staff Health & Medical Support
• Support the implementation of MSF staff health protocols in the project.
• Be ready to substitute doctors, nurses, or other medical personnel in exceptional circumstances or emergencies.
Other Tasks
• Perform any other duties delegated by the PMR or coordination team, in line with the project’s objectives and evolving context.

Qualifications
Education: • Medical doctor or nursing or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.
Experience: • Minimum 2 years of work experience related to the degree/diploma.
• Diverse and strong health knowledge and health management including at least 1-2 year working in humanitarian settings with MSF (or another humanitarian organization) in the field.
Languages: • Arabic and English languages essential (high level command oral and written).
Others: • Essential computer literacy (word, excel, Internet/social media).
• Excellent understanding of MSF’s principles and values.•
Experience: • Minimum 2 years of work experience related to the degree/diploma.
• Diverse and strong health knowledge and health management including at least 1-2 year working in humanitarian settings with MSF (or another humanitarian organization) in the field.
Languages: • Arabic and English languages essential (high level command oral and written).
