Responsibilities
1. Support the development, management, and implementation of legal assistance projects for displaced populations and host community members, including the thematic areas of Housing, Land and Property (HLP), civil documentation, and access to justice.
2. Contribute to the development of legal assistance strategies, standard operating procedures, relevant guidelines, beneficiary intakes and case-management tools for conflict affected populations in the context of return and reintegration, access to services, issues concerning HLP, civil documentation and access to justice.
3. Undertake and support legal assistance and HLP needs assessments and scoping studies in Syria.
4. Supervise and coordinate the work of field staff who are working on legal assistance through the preparation of workplans and activity completion reports.
5. Actively contribute to strengthening referral systems and networks. Oversee legal case-management activities and when required, coordination of response to individual cases of concern.
6. Assess the training needs on legal issues and capacity building among IOM field staff, implementing partners and other stakeholders, and developing and providing trainings, as necessary.
7. Conduct regular field monitoring visits and evaluations of IOM legal and HLP initiatives.
8. Document and share lessons learned and good practices facilitating the securing of land rights and obtaining civil and identity documents.
9. Participate in relevant legal assistance forums in Syria including the HLP working groups or sectors as required.
10. Provide updates on program issues, including regular risk analysis and recommendations for operational improvement of legal assistance programming.
11. Research, compile and disseminate information on HLP and legal rights, including the legal situation (according to national and international laws and principles), for conflicted affected populations.
12. Support in liaison and coordination with Government and non-Government stakeholders for development of strategies to support ongoing and new legal assistance activities of IOM across Syria.
13. Liaise with relevant teams regarding community engagement and outreach, beneficiary registration, verification, application, and selection, to ensure the timely implementation of activities, incorporation of best practices and compliance with technical guidance.
14. Build synergies with other IOM Units to synchronize all activities carried out under different services areas related to legal assistance including Protection, Housing & Settlements, MHPSS, Social Cohesion, livelihoods and Durable Solutions.
15. Ensure the implementation of safe identification and referrals.
16. Assist in the recording and documentation of field activities to provide information to support units within IOM related to donor liaison, project development and public information/press outreach.
17. Willingness to travel within Area of Responsibility.
18. Perform such other duties as may be assigned.


Qualifications
Education:

• Master’s level degree in Law, International relations, Social Sciences, or related studies, from an accredited academic university or institute with three years relevant professional experience; or
• • University degree in the above fields from an accredited academic institution with five years of relevant professional experience.


Specific Vacancy Requirements
• Minimum 3 years experience as a project officer in programs relating to legal assistance, housing land and property in the humanitarian/recovery contexts at field level with an NGO or other international organization.
• Experience providing direct legal assistance in the areas of HLP, family law, civil documentation, business and employment laws and familiarity with the relevant laws in Syria.
• Experience with start-up activities.
• Political and cultural awareness.
• Experience working independently in a results-oriented, multi-tasking and multi-cultural environment.
• Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
• Previous working experience in Syria or the Middle East region is advantageous

• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
• Excellent communication skills and the ability to build trust and confidently navigate internally and externally at different levels.
• Excellent writing skills with the ability to analyse complex problems and identify and convey clear, rapid solutions.
• Ability to formulate relevant programmatic inputs.

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
• Ability to work quickly, accurately and pay attention to detail.
• Effective resource management skills.
• Knowledge of UN and bilateral donor programming.
