				Responsibilities 
The Project Officer will be a full-time employee of ZOA Syria Response. Under the direct supervision of the Northern Area Manager. The Project Officer will support the implementation of ZOA projects; provide practical and technical guidance and support to initial project planning; and conduct field visits. Also, will ensure the implementation of projects according to ZOA quality standards.
Tasks and responsibilities
1. Develops projects work plans and budget direct activities drafts based on expected project outputs and results; ensure their implementation including undertaking rapid needs assessments, scoping, designing, implementing and monitoring of the projects;
2. Oversees through minimum weekly field visits day to day operations and implementation of projects activities; provide technical guidance as may be necessary;
3. Internal coordination – arrange necessary meetings with different departments to plan the projects activities, deliver progress updates, and resolve the challenges;
4. Contributes to the preparation of projects proposals, reports, project documents and submissions to government by providing information, preparing tables and drafting relatively routine sections;
5. Supports in maintaining the tracking system of pending issues related to stakeholders;
6. Attends and take minutes of meetings and follow up on necessary action points, maintains records and ensure that the filing system is kept up to date at all times, translates (English to Arabic and vice versa) of some limited in size documents;
7. In coordination with the Area Manager, represents ZOA in sub-sectors meetings and in meetings with government or other I/NGOs;
8. Proactively identifies and manages potential challenges and risks the project may face, proposes and implements mitigating measures and, as needed, contingency plans;
9. Objectively assesses, in coordination with the MEAL team, the vulnerability of the population and based on specific vulnerability, technical and impact factors, and in consultations with different communities in the targeted districts, makes final selection of targeted communities;
10. Starting from the inception phase, ensures highest community understanding and participation in the implementation of the projects’ objectives and activities;
11. In consultation with the Area Manager, determines best modality for required assessments to be conducted and ensures their proper implementation;
12. Cooperates with Monitoring, Evaluation, Accountability and Learning (MEAL) team to track performance monitoring analysis and adjust projects implementation accordingly; in cooperation with MEAL identify and synthesis best practices and lessons learned;
13. Ensure all projects procurement is carried out according to ZOA procurement procedures and in a timely manner;
14. Ensures projects activities are implemented according to global humanitarian minimum standards and best practice (among which Core Humanitarian Standards, Sphere, and ZOA standards);
15. Develops and updates budgets spending plan in cooperation with the finance department;
16. In cooperation with the Area Manager, participate in the recruitment of the program team in the Northern Hub, ensures hired staff and volunteers are properly trained in ZOA’s basic standards (code of conduct, protection, AAP etc.) provide guidance to them, ensure clarity of roles and quality of work, and share observations with the Area Manager;
17. Assist in preparing attendance sheets, payment requests, and other administrative documents related to project activities;
18. Ensures timely preparation and submission of donor and internal narrative reports, and support in preparing financial reports;
19. Reports any incident that must be brought to the Area Manager’s attention (e.g. security, accountability, code of conduct, external interference);
20. Archives all projects related documents (soft and hard copies) according to ZOA’s and donors regulations;
21. Fully adheres to ZOA’s security protocols and procedures and ensures that all staff and volunteers working on the implementation of the projects also adheres to them. Contributes to on-going security management and planning as necessary;
22. Handles confidential information and sensitive issues reliably and responsibly;

Qualifications 
Knowledge & Experience: 
• Bachelor degree in civil engineering or architecture (Preferably Civil Engineering).
• Minimum of 5 years of engineering work experience in private or government sector, including at least 3 years in local or international NGOs.
• Experience in the following sectors WASH, shelter/NFI and FSAL, technical experience in civil engineering.
• Project cycle management experience. (PMP) course Attendance certificate is desirable.
• Excellent understanding of humanitarian standards and the application at field level.
• Understanding of gender issues;
• Very good spoken and written command of English.
• Excellent spoken and written command of Arabic.
• Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
• Familiar with the application of international standards for humanitarian assistance and be in alignment with the humanitarian ethos and values of ZOA.
• Experience in using engineering software (AutoCAD – ETABS … etc.)
• Experience with community mobilization, assessments and surveys;
• Liaise with technical WASH and FSA staff from other organizations to identify opportunities for collaboration and joint projects implementation and learning;
