Responsibilities
Lead the annual and quarterly quantification of pharmaceuticals, medical consumables, and laboratory reagents for all SAMS-supported facilities in Syria, based on verified consumption data, program plans, and buffer stock requirements.
Develop procurement and replenishment plans for medical commodities,
ensuring timely supply, optimal stock levels, and avoidance of shortages or
overstocking.
In coordination with the Supply Chain Department, manage the full procurement
cycle for medical commodities — including tendering, vendor evaluation, and
purchase order management — in line with SAMS procurement policies and
donor compliance standards.
Oversee the process for in-kind and donated medical items, including needs
assessment, acceptance decisions, and development of transparent distribution
plans ensuring proper transport conditions, complete documentation, and full
traceability.
Coordinate with facility pharmaceutical focal points on receipt, storage, inventory
management, cycle counts, and stock reconciliation, ensuring accuracy and
compliance with documentation standards.
Collaborate with program and operations teams to schedule deliveries, manage
transfers and returns, and respond promptly to emergency re-supply requests.

Lead and oversee all pharmaceutical disposal processes as required, ensuring
compliance with safety and regulatory standards.

Quality assurance and pharmacovigilance
Ensure incoming consignments meet quality/specification requirements; manage
quarantine procedures for suspect or damaged shipments.
Liaise with clinical leads to ensure all prescribed medications are prescribed
based on standardized clinical protocols.
Data, reporting and compliance
Maintain accurate inventory databases and dashboards (consumption, stock
levels, expiries, lead times). Produce monthly/quarterly consumption reports.
Ensure compliance with SAMS finance, procurement and donor rules; support
audits and monitoring visits regarding pharmaceuticals.
Capacity building coordination
Train and supervise medical-commodities staff, medical warehouse assistants
and focal points at supported facilities on inventory and consumption
management and requests.
Represent SAMS in logistics cluster / sector coordination platforms and
coordinate with national authorities, suppliers and partners when needed
regarding the medical supplies and pharmaceuticals.
Deliverables / Key Performance Indicators (KPIs)
Percentage of facilities with zero stock-outs for essential trace items (monthly).
Inventory accuracy (physical vs. electronic) ≥ 95% (monthly cycle counts).
Average lead time from purchase order to delivery within agreed SLA (quarterly).
Expiry rate 2% of warehouse value (rolling 12 months).
Timely submission of monthly commodities report and procurement plan (on
time ≥ 95%).
Consumption report per facility/area (quarterly).
Alignment of consumption with clinical protocols reports (quarterly).


Qualifications
Bachelors degree in pharmacy, Pharmaceutical Sciences, Public Health, Supply-Chain Management, Logistics or related field.

Minimum 5-10 years experience in medical commodities/pharmacy
management in humanitarian or health NGO settings; at least 3 years in a supervisory role in Syrian contexts.

Practical experience with procurement, goods receipt, warehousing (including cold chain) and inventory systems (Excel and/or electronic LMIS).
Knowledge of pharmaceutical storage standards, and donor procurement rules (UN, UNICEF, EU donors desirable).
