Responsibilities
Job Purpose:
The Operations Director is a key member of the Senior Management Team (SMT) and is responsible for providing strategic leadership, coordination, and oversight to all operational departments of Orange. This position ensures that organizational operations — including Supply Chain, Human Resources, IT, Safety and Security, Media and Advocacy, and Area Management — function efficiently, transparently, and in full compliance with internal policies and donor requirements.
The Operations Director plays a pivotal role in driving organizational digital transformation, leading the design, implementation, and institutionalization of an Enterprise Resource Planning (ERP) system to streamline workflows, enhance data accuracy, and promote efficiency across all departments.
She/he ensures that all operational units provide effective support to program implementation, enabling Orange to deliver timely, high-quality, and accountable humanitarian and development assistance in Syria and cross-border operations with Türkiye.
The Operations Director works closely with the CEO and SMT to strengthen operational systems, develop staff capacities, and promote a culture of integrity, accountability, and continuous improvement across the organization.
Duties, and competencies:
1. Strategic Operational Leadership:
· Provide overall strategic direction and leadership to the operational departments, ensuring alignment with Orange’s mission, strategic objectives, and core humanitarian principles.
· Lead and coordinate the planning and implementation of operations policies, systems, and standards across all departments.
· Develop and oversee the Operations Department Strategy, ensuring effective resource allocation, risk management, and performance monitoring.
· Serve as a member of the Senior Management Team (SMT), contributing to organizational decision-making and long-term strategic planning.
· Represent the Operations Department in coordination meetings, donor discussions, and inter-agency operational forums.
2. Supply Chain Management:
· Supervise and provide strategic oversight to the Supply Chain Department, including procurement, logistics, fleet, and warehouse management.
· Ensure that procurement processes are transparent, efficient, and compliant with donor regulations and Orange’s policies.
· Oversee supply chain planning to ensure timely delivery of materials, goods, and services required for project implementation.
· Strengthen internal control mechanisms, conduct regular compliance audits, and manage risks related to procurement and asset management.
· Collaborate with programme teams to align supply chain priorities with project timelines and operational needs.
3. Human Resources Management:
· Provide strategic leadership to the Human Resources Department, ensuring fair, transparent, and efficient HR management across all offices.
· Oversee the implementation of HR policies, recruitment, payroll, performance management, and staff well-being initiatives.
· Promote an organizational culture that values integrity, teamwork, and diversity.
· Ensure consistent application of policies related to safeguarding, code of conduct, and prevention of sexual exploitation and abuse (PSEA).
· Support HR digitalization processes through integration into the ERP system for improved efficiency and data-driven decision-making.
4. Information Technology and Digital Transformation:
· Lead Orange’s digital transformation agenda, ensuring the organization transitions toward a modern, integrated operational ecosystem.
· Oversee the design, rollout, and continuous improvement of the ERP System, ensuring full integration between Finance, HR, Supply Chain, and Programme functions.
· Ensure that the IT Department maintains reliable systems infrastructure, secure data management, and strong cybersecurity protocols.
· Promote innovation and the use of technology to improve operational workflows, reporting, and coordination.
· Oversee IT capacity-building initiatives to enhance staff digital literacy and effective use of digital tools.
· Monitor vendor performance and ensure proper maintenance and licensing of IT systems and equipment.
5. Safety and Security Management:
· Provide leadership to the Safety and Security Department, ensuring the safety of all staff, assets, and operations.
· Oversee the development, implementation, and regular update of security policies, protocols, and contingency plans.
· Monitor security trends and incidents across operational areas, ensuring timely risk assessments and mitigation measures.
· Ensure that all staff receive regular safety and security briefings and trainings.
· Coordinate with local authorities, INGO security networks, and relevant stakeholders for updated risk information and coordinated responses.
· Lead the organization’s crisis management and incident response systems in coordination with senior management.
6. Media, Communication, and Advocacy:
· Oversee and provide guidance to the Media, Communication, and Advocacy Department, ensuring consistent organizational visibility and adherence to Orange’s visual identity and communication standards.
· Ensure that communication and advocacy strategies align with program priorities, particularly in ERL, FSL, and Protection sectors.
· Approve and oversee the implementation of social media strategies, public relations initiatives, and advocacy campaigns.
· Strengthen external communication and partnerships with media agencies, donors, and coordination platforms.
· Ensure that communication and visibility activities respect ethical standards and safeguarding principles
7. Area Management and Field Coordination:
· Provide oversight and leadership to all Area Offices, ensuring effective coordination between field and HQ operations.
· Support Area Managers in operational planning, compliance, and resource management.
· Ensure consistency in operational standards, reporting, and quality across all locations.
· Promote decentralized decision-making while maintaining accountability and compliance with organizational policies.
· Conduct regular field visits to monitor operations, identify challenges, and provide technical guidance.
· Strengthen coordination mechanisms between field operations, programme delivery, and support functions.
8. System Development:
· Lead the development and continuous improvement of organizational SOPs, policies, and systems across all operational domains.
· Ensure compliance with donor, legal, and internal requirements across procurement, HR, IT, and safety functions.
· Support the Finance Department in operational audits and reviews.
· Identify operational risks and ensure that appropriate mitigation measures are in place.
· Promote accountability and transparency by strengthening monitoring, documentation, and reporting mechanisms.
· Champion the use of data and analytics to support strategic operational decision-making.
9. Staff Development and Capacity Building
· Develop and oversee capacity-building plans for all operational departments.
· Foster a learning environment through training, mentoring, and knowledge-sharing across teams.
· Support succession planning and leadership development within the Operations Department.
· Encourage inter-departmental collaboration and teamwork to enhance operational efficiency.
