Responsibilities
Overview
Masmoum Group is seeking a highly organized and experienced Human Resources Manager to establish and manage the full HR system for the Group. The ideal candidate will lead recruitment, create employment contracts, develop HR policies and procedures, manage employee files, oversee attendance and payroll coordination, and build a complete employee handbook.
This role is critical to support the rapid growth of the Group and ensure professional HR standards across all departments.
Key Responsibilities
1. Recruitment & Hiring
• Manage the full recruitment cycle (job posting, screening, interviews, hiring).
• Build a reliable staffing pipeline and reduce hiring time.
• Coordinate with department heads to define job requirements.
• Maintain a candidate database for all group companies.
• Conduct reference checks and prepare offer letters.
2. Contracts & Legal HR
• Draft and update employment contracts according to Syrian labor law.
• Ensure all employees have complete documentation and signed agreements.
• Maintain up-to-date employee files and HR records.
• Ensure compliance with labor regulations.
3. HR System & Policies
• Develop the Masmoum Group Employee Handbook (policies, rules, procedures).
• Create clear HR policies (attendance, leaves, overtime, discipline, evaluations).
• Standardize onboarding and offboarding procedures.
• Build internal HR forms: leave request, warning letters, evaluations, etc.
4. Coordination & Follow-Up
• Ensure all employees are on time and in compliance with schedules.
• Monitor attendance and coordinate with accounting for monthly payroll.
• Maintain clear communication with management on staffing updates.
• Act as HR point of contact for all group employees.
5. Performance & Training
• Implement employee evaluation systems (quarterly/annual).
• Identify skill gaps and coordinate training plans.
• Support department heads in managing employee performance.

• High professionalism, confidentiality, and reliability.
• Fluent in Arabic; good English preferred.

• Good understanding of payroll coordination, attendance tracking, and employee files.
