Responsibilities
General responsibilities
Adhere to Norwegian People’s Aid (NPA) Global HR Policy for national staff, NPA Country Office in Syria
HR policies and procedures, and local and national law.
Provide day-to-day HR/Admin in various HR functions.
Advise and assist NPA management on all HR/Admin-related queries, ensuring that national Laws and
regulations are fully followed.
Specific duties
Participate and advise the management in setting and amending:
the salary scale;
all studies related to salaries and compensation according to Syrian labour law.
Responsible for distributing all compensation granted by the organization to employees (allowances,
bonuses, gifts, etc.)
Delivering compensation and benefit comparison reports to the executive team when needed.
Manage all matters related to social security:
o Registration of new employees;
o Payment of monthly social insurance claims;
o Provide the S.S with all the required documents when requested in the audit visits.
Managing the health insurance matters for all national staff:
o Coordinating with the health insurance company;
o Providing it with all the data required to secure all local employees;
o Receiving health insurance cards and handing them over to employees;
o Supervising health insurance orientation workshops;
o Support the FN department to make matching in all claims.
Prepare payroll calculations, social insurance payments, tax deductions, and other payments on a timely basis
On a timely basis, provide the finance department with all information related to payroll, leaves, and
newcomers.
Ensuring employees have the correct pay and benefits.
Preparing the half-annual tax statement on salaries and wages tax.
Manage the leave system and take records on leaves, holidays, etc., and keep accurate Admin/HR records
(timesheets, sick and other leaves, etc.)
Ensure that every personnel file has an archived copy of the national ID card, job application, CV, and contract
of employment, code of conduct, training records, records on disciplinary actions, appraisals, leave records
as well as emergency contact records.
 Coordinate preparations of monthly timesheets (TSs), ensuring that all are signed by superiors and
employees in accordance with NPA and donor policies.
Receives all HR documents received from HR/Admin Officer and handles all personnel files for all NPA
local employees, ensuring that all necessary data and documents are collected, as well kept safe
and locked.
Participating in the onboarding of new employees in all related issues to the payroll, timesheet, and health insurance.
Supporting the development and implementation of HR initiatives and systems
Working as the Environment Focal Point by participating in:
o Sharing the ideas and best practices to make the environmental policy according to the country’s needs;
o Making training and awareness for the employee about all the related subjects to the environment;
o Making NTS questions related to the environment.
Constantly follows local Law regulations related to HR/Payroll changes and timely informs management on
changes.
Report to superiors any irregularity discovered during regular HR/Payroll work and in HR documentation
received.
Conduct other duties as assigned by Finance and Programme Manager.
Assist the HR/Admin officer in all his/her functions whenever needed.


Qualifications
Must have:
• University degree/diploma in a relevant HR field (preferably but not exclusively in Law).
• Good knowledge of English and Arabic - both speaking and writing.
• Computer and Microsoft software skills.
Minimum three years of experience within the HR payroll sector (preferably but not exclusively within the
humanitarian sector)
• Minimum two years of experience in managing human resources.
• Experience in developing and preparing payroll in accordance with laws and policies in the country.
• Previous work experience in insecure environments and the ability to work effectively under difficult conditions
