Responsibilities
Project & Program Management
Oversee the planning, implementation, and coordination of IDA projects in Syria across health, nutrition, protection, and the Facility & Biomedical Engineering Unit.
Monitor project implementation, including workplans, timelines, and budget utilization, in coordination with the Grants, Operations, and MEAL teams.
Ensure projects are implemented in compliance with donor requirements, including procurement, technical and financial management, and project close-out with efficient use of resources.
Coordinate project activities throughout the project cycle with relevant government authorities, including project start-up, implementation, and closure.
Conduct / support needs assessments and contribute to planning and implementation.
Technical Oversight & Quality Assurance
Provide technical oversight across health, nutrition, protection, psychosocial support, and the Facility & Biomedical Engineering Unit, including medical equipment maintenance and health facility infrastructure rehabilitation.
Ensure activities comply with minimum standards, best practices, and are appropriate to context.
Provide technical guidance on national tools, protocols, interventions, and support preparedness for emergency and crisis response.
Coordination, Representation & Reporting – In Coordination with External Relations / Partnerships
Support representation of IDA in coordination meetings with government officials and counterparts, donors, UN agencies, and partners, as delegated by the Country Director.
Coordinate with the External Relations and Partnerships teams to contribute programmatic inputs to donor engagement, proposals, briefings, and reports.
Ensure accurate and timely programmatic information sharing with donors and partners.
Contribute to technical donor reports by providing validated programmatic updates and insights.
Conduct field visits to support coordination with partners and stakeholders and to inform external engagement and reporting efforts.
Monitoring, Evaluation, Accountability & Learning (MEAL) – In Coordination with MEAL Team
Coordinate with the MEAL unit to align M&E planning and implementation with program needs.
Support data collection, validation, and analysis, in line with IDA existing information systems.
Promote the use of M&E findings and lessons learned to inform program and quality improvement.

Qualifications
Managerial level of health programs and projects management and supervisory experience of at-scale programming (including country programs) commensurate with the scale and scope of Syria programming. At a minimum, at least three years of progressively more responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract/grant management.
Demonstrated track record of achieving results in a development context.
Demonstrated track record of working in teams and fostering partnerships at a senior level. Effective partnerships with relevant institutions (cluster system).
Excellent oral and written communication abilities in English with an ability to effectively communicate with a wide variety of stakeholders to communicate goals and expectations to their teams, and to deliver timely and high-quality oral and written analysis and reporting.
Demonstrated capacity to oversee monitoring, evaluation, and learning, possessing a demonstrated ability to provide oversight and leadership for high-quality results monitoring and assuring data quality, and for evidence-based adaptive management.
Master-level qualification in health or an equivalent area; and/or equivalent senior experience in relevant programmatic areas of health and protection and/or managing large humanitarian programs at a senior level. You should be able to demonstrate sufficient academic knowledge, learning, and understanding in areas relevant to the program, the humanitarian and development sector, and the political realities of the operating environment.
Experience working in the Syria Response and/or a strong demonstrated understanding of the country's context and that of the wider Syria crisis.
More than 4 years of experience in the Health Program Management
Leadership experience managing large country programs as Country Director in the relevant humanitarian and development sectors
