Responsibilities
1- Program development and Technical support:
- Lead on developing child friendly access to justice (A2J) guidance materials (legal case management SOPs, manuals, procedural safeguards etc) to guide project implementation.
- Develop training materials on this guidance as well as content for legal literacy sessions.
- Lead on delivering trainings, workshops to partner legal aid staff, Tdh field legal officers and MOSAL staff.
- According to the program strategic documents and work plans, advises and supports the field teams and legal officers in the implementation and quality of all legal or judicial activities in all geographical locations.
- Provide continuous technical support,mentoring, coaching to partner staff and Tdh field staff to ensure adherence to standards and guidance and quality implementation.
- Monitor capacity gaps/ needs of staff and partners and develop and execute a capacity development plan.
- Continue to explore potential areas of programmatic integration with other Tdh sectors.
- Support partners and field teams to establish a monitoring mechanism in juvenile centers.
- Conduct regular field visits to juvenile centers and partners targeted under this project.

2- Policy development on Justice reform:
- Lead on establishing an Access to Justice Task Force (A2J TF) including key legal and child protection partners present in Syria and authorities (e.g. MOSAL staff). This includes developing Task force ToRs, endorsing a governance structure and facilitating regular coordination meetings as well as agreeing on a workplan for the Task Force.
- In close consultation with Task Force members, steer the development of a national roadmap and strategy for juvenile centers with clear responsibilities and implementation timelines
- In close consultation with the Task Force member, agree on joint advocacy outputs/initiatives to influence national, regional, global policy around these issues.
- Develop legal-related need assessments, situational analyses, and policies with partners, stakeholders, families and children
- Participate / provision of inputs for the revision of laws / bylaws / procedural documents related to the juvenile/child protection laws in cooperation with other correspondent stakeholders.

3- Partnerships, representation and advocacy:
- Lead on external representation for the project, including ensuring continued coordination and collaboration with external stakeholders within the relevant global humanitarian architecture and also representative organisations and local and national partners.
- Liaise and maintain regular and close engagement and collaboration with MOSAL authorities at the national level
- Lead on mapping and establishing strategic partnerships or informal collaborations with regional justice and child protection institutions.
- Actively participate in relevant inter-agency coordination forums such as reintegration working group, access to justice, legal aid groups.
- Facilitate regional exchange visits for Task Force members and institutional actors to observe rights-based child justice practices in comparable contexts and lead on facilitating lessons learnt workshops in Syria following these visits to share and replicate best practices.
- Support/ contribute on the development of any advocacy outputs related to A2J.
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors.

4- Learning:
- Document evidence and learning from pilot locations. Ensure the production of quality knowledge management products (including but not limited to case studies, lessons learnt reports) of the project.

5-Reporting :
- Provide monthly reports on Tdh template about achievements and work plans including both qualitative and quantitative data.
- Share the reporting tools on a timely manner with line manager.
- Support technical reporting as related to her/his scope of tasks, provide the needed technical reports after conducting technical trainings, workshops and roundtables.


Qualifications
Requirements and Qualifications:
- At least 5 years of relevant work experience as a practicing lawyer in Syria.
- Registered lawyer at the Syrian Bar Associstaion.
- Strong knowledge of Syria legal system/frameworks
- Experience working with formal and informal justice systems e.g., courts, legal aid, prosecutors, police, paralegals, and traditional justice leaders.
- Experience in elaborating strategic documents and conducting research.
- Experience in stakeholder coordination, activity design and delivery, training, and facilitation experience.
- Strong verbal and written communication skills in English and Arabic
- Masters/post-graduate degree in Law or related field is preferable (international law, human rights law, judicial reform, etc.)
