Responsibilities
Background/IRC Summary: The International Rescue Committee is an international organization specializing in Emergency and humanitarian programming existing since 1933 and working in more than 40 countries. In response to the influx of refugees in Syria, the IRC started a Women’s Protection and Empowerment (WPE) program and a Livelihood program in 2012 with program strategies implemented in various locations. To complement these ongoing programmes in 2013 started child protection programming throughout the country. In 2015 Child Protection activities included: psychosocial support for children and caregivers, awareness raising, life skills for adolescents and individual case management services. The IRC will also continue to implement specific activities for street and working children. Capacity building efforts will be strengthened through the continuation of the case management coaching program, and more targeted case management and PSS trainings for local partners.

Job Overview/Summary: With direct management support from the Integrated Protection Manager and technical support from CP Senior Manager, The IRC Senior CP Officer will ensure the good delivery of the Child Protection activities in Idleb and the other Syrian governorates. The Child Protection Senior Officer plays a key role in leading project Implementation, monitoring and evaluation, providing technical oversight, Support and guidance to the IRC’s child protection services including partners inside Idleb and the other Syrian governorates.
Major Responsibilities: The Senior Child Protection Officer will be responsible for technical support and supervision of ---— field level implementation of IRC’s and partners’ CP programming in Syria. Including comprehensive child protection services through case management, Safe Healing and Learning Spaces, parenting education; outreach PSS; raising awareness on child protection; support to community protection committees; training of service providers and community leaders; and rapid emergency assessments and response. The Senior Child Protection Officer will be supporting the design, set-up and monitoring and evaluation of the program in Idleb and the other Syrian governorates and ensuring timely, effective and quality programming by sharing tools and resources and providing capacity building support and on-the-job coaching to the child protection staff recruited by IRC and IRC’s local partner. The Senior Child Protection Officer will be working closely with the Child Protection team to oversee the ---- field level implementation of IRC’s and partners’ CP programming implementation in Idleb and the other Syrian governorates ----. Under the supervision by the Project Manager, the Senior Child protection officer will work closely with the project team to contribute to the project implementation.

Program:
• Support the design, set-up, monitoring and evaluation of the child protection program interventions (eg: Psychosocial Support, Case management, parenting program, awareness raising activities, etc.
• Ensure timely, effective and quality of program implementation – and in line with the IASC Guidelines, standards, and tools.
• Provide capacity building support, on-the-job coaching and technical supervision of the Child Protection staff on the implementation of child protection program activities.
• Support the development of child protection tools, resources and lessons learned from IRC’s child protection program.
• Develop project support tools as needed and activity modules in close consultation with the program manager.
• Ensure monitoring, evaluation, and accountability tools are utilized and completed.
• Seek opportunities for close coordination and collaboration between the project team and other IRC programs (i.e. education, Health, ERD, Early childhood development, protection and women’s protection and empowerment).
• Ensure that all cases of children at risk of or affected by exploitation, abuse, neglect and violence are immediately supported by the case management team.
• Support in the planning, organization and implementation of targeted awareness raising and advocacy events on the protection of children in close coordination with the program manager.
• Write and send out weekly and monthly reports to the Program manager in a timely manner.
• Actively participate in all relevant working group meetings as well as bilateral meetings with other agencies on behalf of IRC’s child protection program, in close consultation with the Program Manager.
• Document lessons learned and best practices to inform future child protection programming.
• Ensure child protection principles are mainstreamed across all IRC interventions.
• Strengthen collaboration with local and international partners to enhance referral pathways and service delivery.
• Build the capacity of community-based organizations and Child Protection Committees (CPCs) to ensure sustainability and community ownership of interventions.

Monitoring & Reporting
• Develop weekly and monthly plan for the CP Officers, Assistants, and Caseworkers, in consultation with the Program Manager.
• Fill observations checklists whenever conducting field visits
• Compile a weekly and monthly reports of activities

Staff Management and Development
• Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance.
• Supervise and mentor direct-report staff, including recruiting, communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
• Provide constructive feedback and counselling on appropriate career paths and professional development.
• Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

Other
• Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
• Other duties as assigned by the program manager to enable and develop the program.
• Comply with IRC policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

Job Requirements:
Education: University degree in social science, social work pedagogy or relevant field
Work Experience:

• At least bachelor’s degree in psychology, social work, human rights preferred, or any other field.
• Minimum of four years’ experience of implementing child protection programs in humanitarian or development settings.
• At least two years in team supervision.
• Experience in capacity building, conducting training courses, on-the-job coaching and technical supervision
• Demonstrated experience of planning and conducting children’s psychosocial support activities;
• Ability to work on the street supporting psychosocial activities for children;
• Demonstrated understanding of working with children and particularly vulnerable children;
• Good communication skills with children and particularly vulnerable children;
• Strong drafting and reporting skills;
• Knowledge and experience in using and updating Excel databases;
• Proficient in Microsoft Word and Excel;
• Fluency in written and spoken Arabic and English
• Personal qualities: Team player, flexible, able to handle pressure well and work in cross-cultural setting;
• Staunch advocate of child protection and child rights

About us
The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. Protection

These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Protection capacity building, community outreach, and rapid response through mobile protection teams have also been provided since 2017.




Economic Recovery and Development (ERD)
IRC has over 10 years of experience in Syria implementing cash, agriculture, and livelihoods programming, and was one of the first organizations to use cash transfers, supporting vulnerable communities with MPCT since 2014 in the northwest, and 2015 in the northeast.
Early Childhood Development (ECD)
The IRC, in partnership with Sesame Workshop, is implementing the 'Ahlan Simsim' program to provide early learning and nurturing care to children and caregivers affected by conflict and displacement across the Middle East.
