Responsibilities
1. Contribute to the assessment, review and improvement of the IP Capacity Assessment (CA) tool, IP Performance Evaluation tool, and recommend tools and resources relevant to the IP Unit.
2. Participate in IP Capacity Assessments (CA) and prepare inputs to reports stating the IP risk level and identify areas for improvement.
IP Selection
3. Coordinate the review of IP narrative and budget proposals with Programme, ensuring reasonableness of budget line items and unit costs, reflecting prevailing market rates.
4. Support the Implementing Partner selection Committees (IPSC) throughout the selection process (IPSC).
5. Provide verifiable information to IPSCs regarding IPs’ performance and capacity regarding organizational support functions.
IP Financial / Procurement Procedures and Review
6. Support the SCO to monitor that IPs conduct all procurement and financial transactions fundamentally in accordance with IOM rules and regulations.
7. Review IP tender announcements ensuring sufficient relevant information, requirements and specifications are duly published and that the tender announcement is widely advertised in pertinent locations to receive quality bid applications.
8. Prepare inputs to Work Programme for IP financial review and determine extent of analytical and substantive testing procedures based on results of IP CA.
9. Provide guidance to staff members undertaking the IP project financial reports review on procedures, eligibility of expenditures, sufficiency of supporting documents and feedback to IPs on findings and recommendations.
10. Conduct midterm and final spot-check on original financial documents and delegate as needed.
11. Work closely with Monitoring and Evaluation (M&E) Unit, ensuring M&E reports are considered before executing payments to IPs.
12. Participate in the final review of Requests for Payments and supporting documents for processing.
13. Participate in the development of IP Standard Operating Procedures (SOPs) and existing guidance notes to IPs. Participate in developing forms for general use of IPs for tracking and reporting purposes; provide inputs to automate IP project life cycle for synchronized updating, tracking, monitoring and common repository.
14. Conduct workshops for IPs to build IP capacity in financial systems, clarify IOM’s IP procedures and expectations and exchange ideas on challenges being encountered and possible solutions.
Team Management
15. Support with assigning portfolio of IPs to IP Administrative & Financial Associate according to the risks and priorities.
16. Provide training to IP Administrative & Financial Associate and assigned third-party personnel.
17. Coordinate with third party personnel dedicated to performing IP support functions inside Syria.
18. Perform other related duties as assigned.

Required Qualifications and Experience
EDUCATION
• Master’s degree in Accounting, Finance or Public Administration or a related field from an accredited academic institution; or
• Bachelor’s degree in the above fields with two years of relevant professional experience.
• Professional certification as Chartered Accountant or certified public accountant is an advantage.
EXPERIENCE
• Experience in project finance management.
• Experience in project finance reporting and knowledge of supporting audit or IP review processes.
EDUCATION
