Responsibilities
The Site Engineer Position is part of the WASH sector in TdH-L. The Site Engineer operates under the direct line management of the Senior Programme Manager and receives ongoing technical guidance and coaching from the Roving WASH Officer.
The Site Engineer is responsible to provide support and engineering expertise for the successful and timely completion of works related to rehabilitation, construction and reparation of WASH facilities in selected sites within the project areas. This includes verifying technical studies and supervising ongoing rehabilitation works.
He/she will be responsible/ contribute to the following tasks and processes:
•Participate in the needs assessment process, FGDs (Focused Group Discussions), and KI (Key Informant) interviews.
•Collect data and provide inputs to the assessment templates/ forms.
•Under the supervision of the Senior WASH officer, the site engineer will be responsible for participating in/conducting technical assessment visits to assess the physical situation of WASH facilities, WASH infrastructure, and any structural infrastructure of the public building in targeted locations (schools, pump station, water network, Sewage System, health centres,…etc).
•Drafting BoQS for the planned rehabilitation work.
•Supervising the implementation of the WASH rehabilitation activities.
•Ensure the works and the supplied materials are according to agreed technical specifications and BoQs.
•Reporting on the ongoing rehabilitation work on regular basis.
•Engaging with local authorities and WASH actors in the area of intervention.
•Ensure the activities sequence are according to the work plan and work track, report to the project team the work progress, challenges, and delays if anticipated.
•Follow up with the contractor to prepare and finalize the shop drawings/as-built drawings and ensure the reliability of its information.
•Provide information of the beneficiaries’ numbers and desegrated data if required.
•Directly report any accidents including field Incidents to the Senior WASH officer.
•Verifying the deliver quantities and prepare the required bills of quantities for the implemented work.
•Verifying the deliver qualities in accordance with the contracted technical specification.

Qualifications
Training/Qualifications
•University Degree in Civil or Structural Engineering or relevant disciplines, or equivalent field of experience.
Experience and skills
•At least 3 years of experience in planning and implementation of small-scale construction works, mainly community-based water and sanitation or related works.
•Previous experience working effectively as part of a WASH project team with an NGO is desirable.
•Politically and culturally sensitive with qualities of patience, tact and diplomacy.
•The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
•Good knowledge of safety standards and legislation related to construction and rehabilitation in Syria.
Languages:
•Oral and written Arabic Language proficiency, good command of English is desirable.
IT:
•Effective use of computers – Word and Excel
•University Degree in Civil or Structural Engineering or relevant disciplines, or equivalent field of experience.
