Responsibilities
Objective 1: Develop and implement evidence-based advocacy

Tasks
- Support the implementation of the regional advocacy strategy as it applies to Syria, ensuring alignment with Action Against Hunger’s global priorities
- Work closely with Action Against Hunger programme and MEAL staff at coordination and base level to identify priority humanitarian issues and translate programmatic data into evidence-based advocacy messages
- Systematically monitor, analyse, and document humanitarian, political, donor, and policy developments affecting the Syria context to identify advocacy risks and opportunities
- Develop high-quality advocacy products (policy briefs, position papers, key messages, donor briefs, alerts, and analysis notes) tailored to specific audiences
- Produce timely situational reports as required in emergencies, incorporating quantitative and qualitative data on humanitarian needs and Action Against Hunger’s response, alongside key advocacy messages and recommendations
- Ensure advocacy messaging is conflict-sensitive, protection-informed and grounded in humanitarian principles
- Identify opportunities for joint advocacy with partners, clusters and NGO fora
- Contribute to funding advocacy efforts by aligning messaging with donor priorities and emerging policy debates

Objective 2: Deliver high-quality communication outputs

Tasks
- Gather content for communication products, such as situation reports, fact sheets, policy briefs, infographics and brochures, through close coordination with programme and MEAL teams and regular field engagement
- Produce high-quality written materials, including situation reports, factsheets, case studies, press releases and presentations
- Coordinate the production of audio/visual content that underlines community needs and highlights the impact of Action Against Hunger’s activities
- Manage and grow Action Against Hunger Syria’s social media presence, through delivering campaigns, gathering content, preparing regular posts and analysing audience impact
- Ensure compliance with branding and visibility guidelines of Action Against Hunger and donors; liaise with donor communications focal points to secure approvals and maintain quality standards
- Provide all necessary communication and media support for emergency response

Objective 3: Strengthen external engagement and representation

Tasks
- Build and actively maintain a network of stakeholders across Syria, including donors, UN agencies, humanitarian partners, civil society and community representatives
- Represent Action Against Hunger in relevant advocacy and communications fora and working groups
- Organise and facilitate multi-stakeholder initiatives such as policy dialogues, roundtables, learning events and workshops
- Manage media engagement on behalf of the mission, including responding to enquiries, preparing interviews, and drafting press releases and official statements
- Lead the organisation and visibility of external events, including donor visits, internal deployments, project launches and community engagement activities
- Source and supervise external consultants, including researchers, designers, videographers and communications agencies

Objective 4: Develop an annual communication plan

Tasks
- Coordinate, develop and regularly maintain an annual communication plan, aligned with the regional advocacy strategy, based on programmes’ requirements and field’s needs
- Maintain social media guidelines, calendar and communication working plans and any other relevant documents
- Conduct media coverage analysis in Lebanon
- Share and develop innovative communication ideas
- Ensure gender equality, the Nexus approach and key advocacy messages are integrated in Action Against Hunger communication products

Objective 5: Enhance external relations and institutional capacity

Tasks
- Prepare and maintain an updated set of talking lines on the humanitarian context in Syria and Action Against Hunger’s presence, including clearly identified communication red lines
- Develop informational materials on Action Against Hunger’s activities in Syria, including factsheets, brochures and presentations, and prepare talking points for stakeholder meetings as required
- Assist in internally disseminating information/minutes of important meetings and support in knowledge management tasks
- Build the capacity of programme staff and partners on advocacy fundamentals, humanitarian principles, ethical communications and responsible social media use
- Mainstream the use of social media among Action Against Hunger staff in compliance with corporative policies and social media guidelines

Qualifications
- Master’s degree in Law, International Relations, Political Science, Communications or related field
- Demonstrated understanding of the Syrian context, particularly concerning conflict and displacement dynamics, regional geoplitics and humanitarian needs
- Detailed knowledge of the humanitarian landscape in Syria, including cluster system and existing coordination frameworks
- Familiarity with WASH, Food Security, Nutrition, or Health programming in fragile/conflict settings
- Strong understanding of humanitarian principles, do-no-harm and conflict sensitivite
- Minimum 5 years’ relevant professional experience in advocacy and communications
- At least 3 years’ experience working within the humanitarian and development sector
- Experience working in conflict or fragile humanitarian contexts
- Proven experience in translating technical programme data into advocacy messaging to influence policy change
- Proven track record of producing high-quality written and audiovisual communications products for donors and the public
- Experience in social media management, analysis and reporting
- Excellent research, analysis and drafting skills, with ability to tailor messages for different audiences (donors, media, technical actors)
- Strong presentation and public speaking skills
- Technical communications production skills, including photography, videography, graphic design and social media management
- Ability to operate in pressured contexts and manage multiple competing priorities to meet tight deadlines
- Strong interpersonal and networking skills; demonstrated ability to build good relationships internally and externally for effective teamwork
- Strong character traits including personal integrity, team work, resilience, adaptability, self-motivation, honesty and cultural sensitivity
- Motivation and commitment to humanitarian work according to organizational mandate
