Responsibilities
Under the general supervision of the Child Protection Manager in the Aleppo Field Office, the Multi-sectoral Liaison Facilitator will:
1) Provide supportive supervision service to ORGANIZATION-supported programmes primarily in the Akhtarin camp but also host communities, ensuring regular and systematic technical inputs, quality assurance, and technical guidance to implementing partners and counterparts. Efficient implementation of ORGANIZATION programmes and effective achievement of results for the families and children in the Akhtarin camp.
2) Under the technical guidance of the responsible programme officers, identify capacity and technical gaps of implementing partners and counterparts and provide technical support to the Chief of Field Office and designated Programme Officer to ensure capacity building and on-the-job training as needed.
3) Provide input to technical documents as required by the Chief of Field Office and Programme officers, ensuring all technical input is closely aligned to programme strategies.
4) Continuous updates and technical needs assessments, including technical information that informs ongoing programme implementation to adjust and adapt the response to the evolving and increasing needs in the Akhtarin Camp and host communities.
5) Conduct site visits and detailed assessments of (a) existing infrastructure and (b) infrastructure works carried out under ORGANIZATION via contractors and/or implementing partners in the Akhtarin camp.
6) Identify deficiencies, risks, and opportunities for improvement in areas under the ORGANIZATION mandate.
7) Collaborate with the Aleppo Programme Officers to develop a comprehensive plan of action, including data, specifications, timelines, and resource requirements as needed.
8) Monitor the implementation to ensure alignment with ORGANIZATION programmes response for Akhtarin Camp.
9) Prepare progress reports, site instructions, and final completion reports in both narrative and numerical form when needed.
10) Support with the organization and coordination of Donor visits in liaison with the programme officers (Child Protection, Education, Health and Nutrition, WASH, SBC, and ADAP) and the Chief of the Field Office
11) Perform any additional tasks as requested by the Supervisor.
Report/update to be submitted daily for the first 2 weeks of deployment, with clear needs and required actions. Meeting with the supervisor at least once weekly. Frequency adjusted following the requirements of the evolving situation. Meeting with the Chief of Field Office and Programme Officers (Child Protection, Education, Health and Nutrition, WASH, SBC, and ADAP) as required.

4. SPECIFIC RESPONSIBILITIES:
A. Coordination & Representation:
• Convene/participate in camp-level coordination fora (sector/working groups, site management, protection), ensuring ORGANIZATION priorities, standards, and cross-cutting issues (gender, disability inclusion, AAP) and children’s issues are visible and are represented.
• Maintain an up-to-date service mapping and referral directory; ensure partners and community focal points have current tools.
• Facilitate case conferencing/problem-solving huddles (weekly/biweekly) among IPs, camp management, and relevant agencies to support ORGANIZATION implementing partners in addressing service overlaps, gaps, and urgent risks.
B. Humanitarian Situation Monitoring:
• Conduct regular situation monitoring in the Akhtarin camp, in response to requests from the Field Office, to assess the overall humanitarian situation and document the needs of affected populations, particularly women and children. Getting information from service providers, Camp management, community leaders, and, most importantly, caregivers is essential.
C. Implementation Support:
• Daily presence in ORGANIZATION-supported spaces (Child Friendly Spaces, schools/structured activity points, health clinics) to verify functionality, safety, and quality.
• Monitor progress, coordinate rehabilitation works and refer matters to the relevant ORGANIZATION team in Aleppo.
• Support partners to adhere to minimum standards (e.g., CPMS, INEE Minimum Standards) and Principles (confidentiality, Do No Harm, child safeguarding, safe identification).
• Conduct regular visits to monitor programme activities supported by ORGANIZATION IPs, with a focus on:
a) Assess programme implementation by Implementing Partners through PCAs (Programme Cooperation Agreements) and programme implementation by government ministries and agencies according to the Work Plans;
b) Verify supplies are delivered to target beneficiaries in line with relevant programme documents and document any delays and bottlenecks.
c) Conducting post-distribution monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness, and relevance of supplies delivered. Other end-user monitoring of specific programmes will be conducted as required by the Field Office.
d) Validate results data provided by implementing partners in their progress reports. Report any actual or potential deviation from implementation plans.
D. Implementing Partner (IP) Facilitation & Capacity Strengthening:
• Provide support to IP staff on daily work and ensure alignment with ORGANIZATION workplan and strategy, including safe identification and referral, inclusion, and incident reporting (including PSEA).
• Review workplans, micro-plans, and session outlines, ensuring alignment with agreed outputs and contextual appropriateness for Akhtarin’s response.
• Support IPs to analyze attendance, reach, communicate/ recommend development of corrective actions to improve access with particular focus on children with disabilities, girls, and adolescents.
E. Community Engagement & AAP:
• Ensure functioning community feedback and complaint mechanisms (multiple safe channels) and report to ORGANIZATION so that timely feedback to the community on actions taken can take place.
• If, and when needed/ requested by ORGANIZATION sections, facilitate community consultations (age/sex segregated, inclusive) to capture evolving needs and perceptions among women and children.
F. Information Management, Monitoring & Reporting:
• Maintain a camp activity tracker (Who does What Where When) for ORGANIZATION-supported services, update weekly.
• Produce weekly situation notes and monthly progress reports (narrative + basic KPIs) highlighting achievements, gaps, risks, and recommended actions and support needed.
• Escalate critical incidents (serious protection concerns, disease outbreaks, security issues, access constraints) within 24 hours via ORGANIZATION reporting lines.
G. Risk Management, Safeguarding & Compliance:
• Ensure Child Safeguarding and PSEA standards are mainstreamed (staff/volunteer codes of conduct, visible reporting channels, survivor-centered referrals).
• Uphold data privacy (minimal data, informed consent, secure storage) in line with ORGANIZATION data responsibility principles, strictly no sharing of personal data.
• Adhere to security protocols and incident reporting as per UNDSS/ORGANIZATION guidance; contribute to access and safety assessments if requested.

WORK EXPERIENCE:
• At least three to five years of progressively responsible relevant work experience in technical area specific to ORGANIZATION Programmes (Education, WASH, Child Protection, Social Protection, Health and Nutrition, Adolescent Development, Communication, and Communication for Development).
• At least three to five years of progressively responsible relevant work experience in technical area specific to ORGANIZATION Programmes (Education, WASH, Child Protection, Social Protection, Health and Nutrition, Adolescent Development, Communication, and Communication for Development).
